Budget, Division of
Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
- Budget Fellow I: $49,835. A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
- Budget Fellow II: $54,570. A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in a directly-related policy area or one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
- Budget Fellow III: $59,038. A Doctoral degree as specified for a Budget Fellow II; or a Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in a directly-related policy area or in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year in a directly-related policy area or in public administration. Eligible for annual salary increases based on performance.

Duties Description
The Public Protection Unit is recruiting a candidate to be part of the General Government Team, specifically responsible for the new Office of Cannabis Management (OCM). The OCM will license cultivators, processors, distributors, and dispensaries to grow and sell cannabis in New York.
Responsibilities of the Budget Fellow on the General Government Team would include, but are not limited to:
- Analyzing and developing policy and fiscal recommendations for OCM;
- Assisting in the development and implementation of OCM, including reviewing personal service (PS), nonpersonal service (NPS), and capital against planned expenditures;
- Evaluating, analyzing, and reviewing draft regulations and policy recommendations for the adult-use industry;
- Reporting and reviewing revenue and expenditures for the social and economic equity programs; and
- Assisting in the development of a variety of budget-related products.
This assignment is a high-profile issue that requires developing strong working relationships with Executive Chamber, agency staff, and other DOB examiners.
