JOB DESCRIPTION:
The Director of Media and Stakeholder Relations position within the Office of Cannabis Policy (OCP) is a senior leadership role responsible for assisting the OCP team with its public information and stakeholder relations responsibilities. Reporting to the Deputy Director of Strategic Initiatives, the successful candidate will be responsible for providing support to the Director, Deputy Directors, other senior leaders, and the office in coordinating the dissemination of public information.
Serving as the spokesperson for OCP, the right candidate must be able to demonstrate an ability to think critically and react accordingly; conduct themselves with professionalism, integrity, and discretion; and possess very strong written and verbal communications skills.
Additionally, the Director of Media and Stakeholder Relations is responsible for interfacing with interested stakeholders on topics related to the office’s work ranging from regulatory standards and requirements to ongoing OCP initiatives. This position also designs and implements strategies for sharing information with other state agencies, industry, the public, and the media in order to facilitate effective and transparent communication.
The work required of the successful candidate is performed with substantial initiative and independent judgment, under the general direction of the Deputy Director of Strategic Initiatives of OCP and represents a terrific opportunity to join a team that is committed to effectively and responsibly licensing and regulating cannabis establishments in Maine!
Specific tasks include:
- Act as the main point of contact for stakeholder inquiries and maintains a stakeholders’ database.
- Designs, directs and oversees development of stakeholder engagement plans
- Coordinates, directs and responds to inquiries from state, municipal, industry, public health, and public stakeholders and the news media.
- Confers with media representatives and the public in order to create awareness of OCP activities and gather and disseminate information.
- Oversees and manages the successful implementation of the Office’s Cannabis Public Health and Safety Campaign.
- Writes and/or edits news releases, speeches, presentations, newsletters, brochures, reports, scripts, and other informational materials intended to disseminate information.
- Researches selected topics in order to write or provide information for others in writing articles, reports, publications and news releases.
- Arranges news conferences, speeches, appearances, public hearings, and other public-facing events and supports OCP staff in their participation of these events.
- Act as the liaison between OCP and the Maine Center for Disease Control and Prevention’s Cannabis Workgroup, Tobacco Laws Workgroup, and Emerging Tobacco Products/Cannabis Vaping Subgroup.
- Edits and oversees content writing and revisions to the OCP website and serves as OCP web coordinator.
- Produces, edits, and directs OCP social media efforts including written, visual, and live-streamed content.
- Other duties as assigned by the Director, Deputy Director of Strategic Initiatives, Deputy Director of Operations, or staff in the Office of the Commissioner of the Department of Administrative and Financial Services (DAFS).
- Manages and coordinates Freedom of Access Act requests received by OCP.
KNOWLEDGES, ABILITIES AND SKILLS REQUIRED:

Knowledge and general understanding of Maine’s legislative process.
Knowledge and general understanding of Maine’s administrative rulemaking process.

MINIMUM QUALIFICATIONS:
Applicants must support OCP’s mission, vision, and guiding principles, including the development and administration of regulated programs for the cultivation, manufacture, testing, distribution and sale of cannabis to qualifying patients and adult use consumers.
Bachelors’ degree or higher in Communications, Journalism, Public Relations, Social Sciences, or a related field of study.
At least five (5) years of work experience in a communications, public relations, advocacy or government relations function.
Preference will be given to candidates with the following skills and experience:
Experience considering, developing, and implementing policies and regulations which address the needs of a diverse group of stakeholders.
Experience working in the public health-related space.
Experience working with policymakers including executive branch officials, legislative branch members and staff, and municipal and county officials.
Experience in cannabis regulatory structures.
