JOB DESCRIPTION:
The Director of Media and Stakeholder Relations position within the Office of Cannabis Policy (OCP) is a senior leadership role responsible for assisting the OCP team with its public information and stakeholder relations responsibilities. Reporting to the Deputy Director of Strategic Initiatives, the successful candidate will be responsible for providing support to the Director, Deputy Directors, other senior leaders, and the office in coordinating the dissemination of public information.
Serving as the spokesperson for OCP, the right candidate must be able to demonstrate an ability to think critically and react accordingly; conduct themselves with professionalism, integrity, and discretion; and possess very strong written and verbal communications skills.
Additionally, the Director of Media and Stakeholder Relations is responsible for interfacing with interested stakeholders on topics related to the office’s work ranging from regulatory standards and requirements to ongoing OCP initiatives. This position also designs and implements strategies for sharing information with other state agencies, industry, the public, and the media in order to facilitate effective and transparent communication.
The work required of the successful candidate is performed with substantial initiative and independent judgment, under the general direction of the Deputy Director of Strategic Initiatives of OCP and represents a terrific opportunity to join a team that is committed to effectively and responsibly licensing and regulating cannabis establishments in Maine!
Specific tasks include:
- Act as the main point of contact for stakeholder inquiries and maintains a stakeholders’ database.
- Designs, directs and oversees development of stakeholder engagement plans

- Confers with media representatives and the public in order to create awareness of OCP activities and gather and disseminate information.

The Maine CDC Laboratory Accreditation Program is seeking to hire a Cannabis Testing Facility Certification Officer (CTF CO) who will work in collaboration with the Office of Cannabis Policy (OCP) to ensure that requirements of 18-691 C.M.R. Ch. 5 - Rules for the Certification of Marijuana Testing Facilities are met.
Cannabis products intended for adult use are required to be tested prior to sale for specified parameters by a cannabis testing facility certified by the program. As the CTF CO, you will verify that the facility meets the requirements of the rule which includes, but is not limited to, the review of method validation data, standard operating procedures, quality system manuals and proficiency test studies. Additionally, you will work in cooperation with the OCP to determine if sample data meets the requirements of the rule, while providing technical guidance and interpretation of the rule to both the OCP and the facility, as necessary. You will be responsible for annual, on-site assessments of the certified facilities, which requires an understanding of analytical methods used for microbiology, organics and inorganics parameters. You will also be required to maintain knowledge of the various forms in which cannabis may be produced and remain current in their understanding of cannabis regulations in the State of Maine.
Core Responsibilities
As the Cannabis Testing Facility Certification Officer, your core responsibilities will include:
- Review of all CTF documentation for initial certification into the program, as well as the annual renewal of certification, within required deadlines.
- Independent on-site assessments of the CTFs and reporting of deficiencies.
- Review of method validation data for certification approval and compliance with regulations.
- Review and management of proficiency test data supplied by the CTFs, including follow-up for studies that do not meet the requirement of the Rule.
- Monitoring the corrective actions of CTFs in response to deficiency reports.
- Routine collaboration with the OCP to verify that facilities are complying with regulations.
Minimum Qualifications:
A six (6) year combination of education and/or experience in environmental, biological, physical science, or engineering which includes two (2) years of environmental experience. Qualifying education must include at least 15 credit hours of science or engineering coursework from an accredited educational institution.
Preferred candidates will also have:
- Knowledge, background and experience with microbiological sample analysis
- Knowledge of laboratory techniques, equipment, instruments and terminology
- Knowledge of organic and inorganic chemistry
- Knowledge of applicable laws, rules, regulations, policies and procedures
- Knowledge of International Organization for Standardization (ISO) 17025 standards
- Knowledge of Standard Methods and Environmental Protection Agency (EPA), American Society for Testing and Materials (ASTM), and United States Geological Survey (USGS) methods

This is professional services work performing investigations and processing of adult and medical use cannabis applications and registrations. JOB DESCRIPTION:
The Director of Media and Stakeholder Relations position within the Office of Marijuana Policy (OMP) is a senior leadership role responsible for assisting the OMP team with its public information and stakeholder relations responsibilities. Reporting to the Deputy Director of Strategic Initiatives, the successful candidate will be responsible for providing support to the Director, Deputy Directors, other senior leaders, and the office in coordinating the dissemination of public information.
Serving as the spokesperson for OMP, the right candidate must be able to demonstrate an ability to think critically and react accordingly; conduct themselves with professionalism, integrity, and discretion; and possess very strong written and verbal communications skills.
Additionally, the Director of Media and Stakeholder Relations is responsible for interfacing with interested stakeholders on topics related to the office’s work ranging from regulatory standards and requirements to ongoing OMP initiatives. This position also designs and implements strategies for sharing information with other state agencies, the public, and the media in order to facilitate effective and transparent communication.
The work required of the successful candidate is performed with substantial initiative and independent judgment, under the general direction of the Deputy Director of Strategic Initiatives of OMP and represents a terrific opportunity to join a team that is committed to effectively and responsibly licensing and regulating marijuana establishments in Maine!
Specific tasks include:
- Act as the main point of contact for stakeholder inquiries and maintains a stakeholders’ database.
- Coordinates, directs and responds to inquiries from state, municipal, industry, public health, and public stakeholders and the news media.
- Confers with media representatives and the public in order to create awareness of OMP activities and gather and disseminate information.
- Oversees and manages the successful implementation of the Office’s Marijuana Public Health and Safety Campaign.
- Writes and/or edits news releases, speeches, presentations, newsletters, brochures, reports, scripts, and other informational materials intended to disseminate information.
- Researches selected topics in order to write or provide information for others in writing articles, reports, publications and news releases.
- Arranges news conferences, speeches, appearances, public hearings, and other public-facing events and supports OMP staff in their participation of these events.
- Act as the liaison between OMP and the Maine Center for Disease Control and Prevention’s Marijuana Workgroup, Tobacco Laws Workgroup, and Emerging Tobacco Products/Marijuana Vaping Subgroup.
- Edits and oversees content writing and revisions to the OMP website and serves as OMP web coordinator.
- Produces, edits, and directs OMP social media efforts including written, visual, and live-streamed content.
- Other duties as assigned by the Director, Deputy Director of Strategic Initiatives, Deputy Director of Operations, or staff in the Office of the Commissioner of the Department of Administrative and Financial Services (DAFS).
- Manages and coordinates Freedom of Access Act requests received by OMP.

MINIMUM QUALIFICATIONS:
Applicants must support OMP’s mission, vision, and guiding principles, including the development and administration of regulated programs for the cultivation, manufacture, testing, distribution and sale of marijuana to qualifying patients and adult use consumers.
Bachelors’ degree or higher in Communications, Journalism, Public Relations, Social Sciences, or a related field of study.
At least five (5) years of work experience in a communications, public relations, advocacy or government relations function.
Preference will be given to candidates with the following skills and experience:
- Experience considering, developing, and implementing policies and regulations which address the needs of a diverse group of stakeholders.
- Experience working in the public health-related space.
- Experience working with policymakers including executive branch officials, legislative branch members and staff, and municipal and county officials.

This newly established position within the Office of Marijuana Policy (OMP) is a professional service position within our Data Analytics Division. The successful candidate will be responsible for analyzing and interpreting OMP data to develop metrics and key performance indicators to provide new insights into our licensing and compliance programs, thereby improving internal operations. Additionally, the position is also responsible for performing in-depth analysis of data from both internal and external sources to identify rapidly evolving industry trends and related topics within the domains of public health and safety.
The work required of the Business Data Analytics Specialist incudes carrying out complex data research projects, collaborating with other stakeholders, and coordinating related activities. The successful candidate will develop metrics, charts, reports, electronic dashboards, and presentations to be included in communications to OMP leadership, the Legislature, stakeholder groups, the media, and other internal or external parties.
Specific tasks include:
- Complete complex research projects with minimal direction and/or supervision.
- Utilize modern data query and analysis techniques and toolsets in order to derive conclusions, track trends, and identify areas of potential concern for the industry and/or OMP senior leadership.
- Identify areas for potential business process improvement and develop a plan for how to implement and measure progress.
- Identify new or evolving trends which have public health and/or safety implications and provide professional summaries and recommendations to OMP senior leadership.
