JOB SUMMARY
The position Is located in the Alcoholic Beverage Regulation Administration (ABRA), Licensing Division, Medical Cannabis Program (MCP). The incumbent serves as a Licensing Specialist responsible for carrying out a range of licensing actions which involves assisting applicants with the application process; analyzing, and approving applications; interacting one-on-one with professionals via telephone calls, electronically, and/or face-to-face; and communicating with regulatory organizations.
DUTIES AND RESPONSIBILITIES
The incumbent will review and approve licensure applications in a timely manner to ensure documents are applicable with statues, regulations, policy, and procedures. The purpose of the work is to assist applicants with the application process; review and approve applications. Communicates with applicants via telephone and in person regarding any questions and/or challenges with the application process. Notifies applicants in a timely manner of application deficiencies and closures. Participates in research, analyzes and reviews applicants for prior history violations of the District’s Cannabis laws and regulations, and criminal convictions. Collaborates with individuals and organizations involved with the regulation of medical professionals in the District of Columbia, and other jurisdictions. Participates in the development of the application forms for licensure applications of medical professionals, updates information in the Medical Cannabis computer system (Premise) to accurately reflect the status of applications and licenses. Establishes and/ or maintains communications with individuals and organizations involved in/ or concerned with the regulation of medical professionals in the District of Columbia. Performs research of regulatory issues at the request of the Alcoholic Control Board (Board) in a timely and accurate manner. Attends Board meetings as assigned to provide assistance by performing interpretive, administrative, and support function as required. Provides administrative support to the Board, including, but not limited to, preparing correspondence as requested by assigned Board and professional organizations. Assist in the development or amendment of regulations for the assigned board. Communicates with the supervisor in a timely manner on administrative, resource and programmatic issues as appropriate. Communicates with the medical professionals and the general public to inform them of the legal requirements and polices of the MCP in an accurate and professional manner. Performs other related duties as assigned.
QUALIFICATIONS AND EDUCATION
Applicant must possess a High School Diploma.
Basic knowledge of the principles, concepts, and methodology of laws, rules, regulations, procedures and statues of the Medical Cannabis program. Basic knowledge of the application process and the ability to review applications in order to provide assistance to applicants. Knowledge of and skilled in applying analytical and evaluative techniques to issues concerning the efficiency and effectiveness of licensing operations. Ability to communicate effectively orally and in writing and the ability to present information. Ability to use personal computer, and software programs, Microsoft Word, Access, Excel, Outlook, etc. Knowledge and experience using the Medical Cannabis Program Software (Premise).

WORK ENVIRONMENT
The work is primarily performed in ABRA’s office, which is adequately heated, lighted, and ventilated. Occasional field work maybe required.
OTHER SIGNIFICANT FACTS
The work is primarily sedentary. However, requires the incumbent to perform frequent light lifting, bending, stooping, standing, and walking.
The position is in a collective bargaining unit represented by AFSCME Council 20 Local 2743 and you may be required to pay an agency service fee through direct payroll deduction.
Duration of Appointment: This is a Career Service Appointment with a probationary period.
Promotion Potential: This position is advertised as a Grade 9 and has promotion period.
This position is considered Security sensitive and requires a pre-employment criminal background check.
