THE POSITION
Join our team of Code Enforcement Officers in Rancho Cordova, working to maintain a healthy and safe environment for our community by eliminating specific dangers and hazards in the city.
Code Enforcement Officers perform a variety of office and fieldwork related to inspection and investigations to ensure compliance with City and State codes and regulations; and provide information on City regulations to homeowners, businesses and community groups to enhance and preserve the quality of neighborhoods and businesses. Typical focus areas include zoning, nuisance, property maintenance, vehicle abatement and other neighborhood-related improvement issues.
The City is recruiting for TWO positions, which will be filled at either of the following levels, depending on candidate qualifications:
CODE ENFORCEMENT OFFICER I Salary Range - $5,296 - $6,466 monthly
This is the entry-level class in the Code Enforcement series.
Summary of requirements
- Typically 2 years or less of work experience as a Code Enforcement Officer.
- Valid CA Driver's License with a good driving record is required
- CACEO or POST certificate in Code Enforcement is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Examples of Essential Duties
Duties may include, but are not limited to, the following:
- Conducts field investigations and property inspections to uncover violations of nuisance, zoning, junk and debris, abandoned/inoperative vehicles, housing and related ordinances.
- Issues infraction/misdemeanor citations for violations of City and State Codes relating to nuisance, zoning, junk and debris, housing deficiencies, and abandoned/inoperative vehicles.
- Performs investigations for possible violations; photographs evidence; contacts responsible persons, landlords or tenants and performs follow-up investigations to ensure that remedial action has been taken; develops and maintains accurate case files.
- Presents a variety of information and statistics in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations involved in code enforcement matters.
- Confers and coordinates with other public and private agencies and City departments on the investigation of violations across agency boundaries.
- Responds to public inquiries and public nuisance abatement complaints and answers questions related to City code enforcement activities by researching, interpreting and explaining policies and regulations; analyzes, recommends and communicates appropriate solutions to problems; addresses customer complaints and schedules site visits
- Deals effectively, courteously and productively with angry and upset customers.
- Works closely with homeowners, landlords, tenants, businesses and community groups to grow strong neighborhoods through public relations, education and code enforcement activities.
- Coordinates inspections and dispositions of cases with various City departments.
- Maintains integrity of work by taking responsibility and accountability for completion of work, customer interactions, and by maintaining punctuality and attendance at work.
- Acts as a representative of the City by representing the City in community and official meetings with other City departments, organizations and professional groups on code enforcement matters.
- Code Enforcement Officer II may lead and provide technical assistance to Code Enforcement Officer I and/or hourly staff.

Officer II
In addition to the qualifications for the Code Enforcement Officer I:

- Principles and methods of investigation utilized in code enforcement activities; pertinent state and local codes, ordinances, laws and regulations pertaining to building, substandard housing, nuisance abatement, vehicle codes, health and safety, and related areas;
- Regulations and requirements for record keeping, report writing and court evidence documentation;

- Perform inspections and approvals services for homeowners who obtain rental repair permits issued by Neighborhood Services Division.
- Maintain accurate records and prepare reports.
- Periodically perform inspection and case management on dangerous buildings to support Building and Safety staff and Rancho Cordova Police Department on cannabis inspections.
MINIMUM QUALIFICATIONS GUIDELINES:

Licensure or Certification
- Possession of a current valid California Class C driver's license and a satisfactory driving record as determined by the City required at the time of appointment. Loss of the Class C License is cause for discipline.
- Successful completion of PC832 Arrest, Search and Seizure within one (1) year of employment.
- Completion of California Association of Code Enforcement Officers (CACEO) Modules 1-3 within two (2) years of employment.
- A Peace Officer Standards and Training (POST) certificate, or CACEO certification or equivalent is highly desirable.
Education
- Equivalent to completion of a high school diploma.
Experience
- Zero (0) to two (2) years of recent full-time work experience performing similar duties to Code Enforcement Officer I.
Code Enforcement Officer II
Licensure or Certification

PHYSICAL WORKING CONDITIONS AND REQUIREMENTS
Requires the mobility and manual dexterity to work in a standard office environment, use standard office equipment and attend off-site meetings; speech and hearing to communicate in person and by telephone; vision to read handwritten and printed materials and a computer screen; and strength and agility to lift and carry items weighing up to 30 pounds. NON-EXEMPT EMPLOYEE BENEFIT SUMMARY
CALPERS Retirement -
Tier 1: Employees hired prior to December 31, 2012, and "Classic Members" hired subsequently with less than a six month break in service, are provided 2.7% at 55 retirement formula. City employees pay the full 8% of their base pay toward this retirement benefit.
Tier 2: Due to the Public Employees' Pension Reform Act of 2013 (Assembly Bill 340), new MISC members hired after January 1, 2013, or "Classic Members" with a break in service of more than 6 months, are eligible for the 2% @ 62 CalPERS retirement formula and are required to pay a 6.25% contribution toward the PERS benefit. (Note: the employee contribution will change as the cost of the benefit changes, since the employee is required to pay half the normal cost.)
1959 Survivor Benefit (Indexed Level) - The 1959 Survivor Benefit provides a monthly allowance to eligible survivors of members who die while actively employed. The monthly benefit payable to survivors in the Indexed Level increases by 2% each calendar year. Benefit amounts are $600, $1,319 and $1,979 for 1, 2, or 3 eligible survivors respectively for calendar year 2014.
457 and 401(a) Deferred Compensation Plan
- City will contribute $50 per month into the 457 Deferred Compensation Plan on behalf of the employee
- City will match up to 3% of the base salary for employees who participate in the 457 plan. City match is placed into a 401(a) plan. There is no vesting period.
- Employees may also voluntarily participate in the 401(a) defined contribution retirement program; however, election must be made upon hire and is irrevocable during employment with the city.
Health Insurance (medical, dental and vision) - The City offers a "cafeteria plan," which includes a monthly medical stipend the employee may apply toward premiums for medical, dental and vision.
