The Manager, Operational Compliance (MOC) is responsible for monitoring regulatory adherence in multiple cultivation and manufacturing facilities. This includes communicating parameters to staff and acting as a conduit between our compliance department and facility employees. Key responsibilities are having a complete understanding of regulatory compliance requirements in the assigned state(s), ensure all facility employees are properly trained on compliant operations, conduct internal audits to ensure complete compliance.
The ideal candidate will act as a liaison with state regulators on behalf of Revolution, provide compliance support to the site operations team on facility changes and product introductions, and make regular site visits to provide oversight.
Essential Functions:
- Tailor all work and instruction to the specifics of each state's regulations
- Manage and inform compliance at multiple cultivation and manufacturing sites
- Develop and conduct state and facility specific internal audit procedures
- Guide facility preparation for inspections, regulatory investigations, and external audits
- Create and present risk, audit, and procedural reports to upper management
- Assure proper statutory use of the approved seed to sale system about inventory and genetic tracing
- Work with security to inform compliance matters related to loss prevention
- Keep all proprietary information externally (and when appropriate internally) confidential
- Review regulatory agency audit findings and prepare written corrective actions plans
- Conduct gap analysis to drive and enforce remedial tasks for future risk mediation
- Assist with responses to regulatory bodies including drafting official communications
- Collaborate with technical writer(s) to craft and update SOPs
- Enhance process controls and records in aid of compliance
- Set enforcement and documentation procedures
- Create and implement document review infrastructure (periodic/consistent/collaborative)
- Instill ethic of maintaining documentation durability (current, relevant, coherent)
- Convey procedures to all relevant depts. and business units
- Expand testing and review of all controls, policies, and procedures
- Enhance culture of strict rigorous compliance throughout the organization
- Maintain a visible physical presence at facilities to convey oversight
- Communicate strategic vision regarding adherence to changing legal requirements
- Assist with crafting training/onboarding policies, materials, and documentation(s)
- Provide framework and advice as to top-down enforcement of all relevant procedures
- Act as a subject matter expert and conduit between corporate and facility management staff
- Broaden knowledge of all cannabis cultivation/extraction/lab methods and challenges
- Remain current on all information regarding multi-state regulatory statutes and codes
- Expand, test, and reinforce all facility employee's depth of knowledge of all procedures
- Keep abreast of all government controls that are "in the pipeline"
- Attend outside workshops/conferences etc.
- Stay informed regarding our current and future product launches and timelines

Qualifications:
- Bachelor's degree (ideally in Business) is preferred
- Will consider other qualified candidates with relevant experience
- Experience enforcing and monitoring regulations in a highly regulated industry is required
- 5-7 years in a manufacturing setting, ideally in a highly regulated industry (food/pharma)
- 2-3 years dealing with compliance issues and challenges around CPG launches and deadlines
- High exposure to the implementation and audit of standard operating procedures
- Prior creation and implementation of training plans and programs is a plus
- Past direct report management, motivation, and discipline
- Experience dealing with business scaling and/or automation upgrades
- Exposure to a multi-product and process environment is a plus
- Participation in a growing business or being part of a new compliance dept. is necessary
- Proficiency in Microsoft applications: PowerPoint, Excel, and Word
Physical Requirements:
- Must be able to work seated/standing as appropriate at workstations for extended periods
- Must be able to speak at conversation levels with co-workers, vendors, etc. (Moderate noise)
- Must have visual acuity with/without job aids to perform activities such as; reading, viewing a computer terminal, visual inspection involving small parts/details. Clarity of vision at 20 ft or more in day and night/dark conditions
Work Schedule:
- 40+ hours weekly with flexible hours depending on department needs.
- Must be available to work occasional evenings, weekends, and holidays
- Intermittent travel to facilities, vendors, etc.
