Position Overview
HdL is seeking a confident professional to conduct revenue oversight and audits of commercial cannabis businesses throughout California. The focus of this role is to analyze licensed cannabis business records to ensure accurate revenue reporting, and to verify acceptable internal controls are in place. The Audit Analyst position offers a unique opportunity to learn about the rapidly growing cannabis industry, with a special focus on supporting the cities and counties that regulate local cannabis markets.
This position is housed within the HdL Cannabis Services Unit, which is widely regarded as a leading authority in cannabis policy in California, with services that include ordinance development, business registration, economic impact analysis, community engagement, and regulatory compliance. The Audit Analyst position provides room for growth within the HdL Cannabis Services Unit, including the opportunity to learn about a newly regulated industry that is projected to grow to $45 billion in revenues nationally by 2025.
Job Responsibilities
- Become familiar with state and local requirements for cannabis tax reporting, accounting, business structure, inventory control, and recordkeeping
- Request, review, and analyze various financial reports, point of sale systems, inventory systems, tax returns, and banking information for consistency with local, state, and federal requirements
- Prepare thorough, detailed draft reports and summarizations of findings and follow up with taxpayer on required changes. Prepare final reports that track changes or updates from the taxpayer
- Work within the Cannabis Services team to issue audit results to the client
- Ensure quality of service by enforcing standards, maintaining financial soundness of the project, managing interactions, and reporting progress and issues
- Complete other special projects for the HdL Cannabis Services Unit, as directed by the management team

Planning Director
Job Description
Infrastructure Engineers’ clients are primarily city and county government agencies. The Planning Director position requires experience in managing a large and complex department of urban planners. The ideal candidate must be familiar with, and experienced in, current and advanced planning policies and procedures, project management, staff management, budgetary management, and someone who is a skilled organizer with leadership qualities. The Planning Director will work in concert with the Environmental Planning Manager/Director on projects such as Housing Element Updates, Specific Plans, Zoning Code Amendments, Comprehensive General Plan Updates, entitlements processing, development plan reviews, CUPs, ADUs, Commercial Cannabis Program applications, CDBG Program Administration, Prop 218, and Special District formations. They must be adept at giving public presentations, possesses the ability to turn adversity into opportunity, and who has great people skills. The Planning Director will also oversee the Staff Augmentation Unit and will be responsible for oversight of planning staff assigned to our government agency clients. The preferred candidate must be experienced in municipal government operations, have working knowledge of standard software programs and operating systems used by municipal government, and be versed in today's social media platforms and computer systems. The position reports directly to the Executive Vice President of Development Services. QUALIFICATIONS

ASSOCIATE PLANNER
SUMMARY DESCRIPTION

Under general direction of the department/division head, the Senior Planner performs responsible administrative and professional planning work; provides lead direction of assigned staff engaged in performing duties in the research, compilation, analysis, and reporting of planning data for a geographical area or a particular project; assumes highly complex and critical planning assignments.
ESSENTIAL FUNCTIONS MAY INCLUDE, BUT ARE NOT LIMITED TO:
In assigned programs or projects, supervises and/or performs complex professional and technical planning duties as follows:
· Conducts research, analyzes findings and makes recommendations.
· Prepares environmental documentation; plans and coordinates action plans and activities pertaining to environmental impact reports.
· Reviews and analyzes development proposals for conformance to the assigned city's General Plan and Zoning and Development Standards Guidelines.
· Reviews plans with property owners, civic leaders and policy review boards.
· Attends offsite meetings.
· Performs site inspections.
· Prepares and presents required reports, including recommendations regarding development proposals, and cannabis related applications and development documents, to the assigned city's policy making bodies.
· Collects and analyzes planning data to be utilized in the review and restructuring of the assigned city's General Plan and the Zoning and Development standard documents.
· Supervises and coordinates long range planning activities.
· May coordinate public counter operations for the assigned city’s Planning Division.
· Supervises, trains and evaluates professional, technical and support staff.
· Performs other related functions as assigned.
QUALIFICATIONS:
Experience:
· Four years of progressively responsible professional level experience in municipal or regional planning administration, two of which must have been in a lead capacity.
Education:
Education equivalent to graduation from an accredited college or university with a Bachelor's degree in urban planning, public administration or related field (a Master's degree preferred but not qualifying), or any equivalent combination of experience, training or education which provides the following listed knowledge, skills and abilities (extensive relative experience will be highly rated). AICP certification highly preferred.

The focus of this role is to analyze licensed cannabis business records to ensure accurate revenue reporting, and to verify acceptable internal controls are in place. Responsibilities
- Become familiar with state and local requirements for cannabis tax reporting, accounting, business structure, inventory control, and recordkeeping.

HdL is seeking a confident professional to conduct revenue oversight and audits of commercial cannabis businesses throughout California. The focus of this role is to analyze licensed cannabis business records to ensure accurate revenue reporting, and to verify acceptable internal controls are in place. Responsibilities
- Become familiar with state and local requirements for cannabis tax reporting, accounting, business structure, inventory control, and recordkeeping.
- Request, review, and analyze various financial reports, point of sale systems, and banking information for consistency with local, state, and federal requirements.
- Prepare thorough detailed reports and summarizations of findings, and follow up with taxpayer on required changes. Track changes or updates from the taxpayer in the final report.
- Work within the Cannabis Services team to issue audit results to the client.
- Ensure quality of service by enforcing standards, maintaining financial soundness of the project, managing interactions, and reporting progress and issues.
- Complete other special projects for the HdL Cannabis Services Unit, as directed by the management team.

Job Description
SUMMARY
Under general direction of the department/division head, the Senior Planner performs responsible administrative and professional planning work; provides lead direction of assigned staff engaged in performing duties in the research, compilation, analysis, and reporting of planning data for a geographical area or a particular project; assumes highly complex and critical planning assignments.
ESSENTIAL FUNCTIONS MAY INCLUDE, BUT ARE NOT LIMITED TO:
In assigned programs or projects, supervises and/or performs complex professional and technical planning duties as follows:
· Conducts research, analyzes findings and makes recommendations.
· Prepares environmental documentation; plans and coordinates action plans and activities pertaining to environmental impact reports.
· Reviews and analyzes development proposals for conformance to the assigned city's General Plan and Zoning and Development Standards Guidelines.
· Reviews plans with property owners, civic leaders and policy review boards.
· Attends offsite meetings.
· Performs site inspections.
· Prepares and presents required reports, including recommendations regarding development proposals, and cannabis related applications and development documents, to the assigned city's policy making bodies.
· Collects and analyzes planning data to be utilized in the review and restructuring of the assigned city's General Plan and the Zoning and Development standard documents.
· Supervises and coordinates long range planning activities.
· May coordinate public counter operations for the assigned city’s Planning Division.
· Supervises, trains and evaluates professional, technical and support staff.
· Performs other related functions as assigned.
QUALIFICATIONS:
Experience:
· Four years of progressively responsible professional level experience in municipal or regional planning administration, two of which must have been in a lead capacity.
Education:
Education equivalent to graduation from an accredited college or university with a Bachelor's degree in urban planning, public administration or related field (a Master's degree preferred but not qualifying), or any equivalent combination of experience, training or education which provides the following listed knowledge, skills and abilities (extensive relative experience will be highly rated). AICP certification highly preferred.

Knowledge of:

- Support in planning, executing, and tracking of marketing programs such as email, event, social media, or content marketing

- Provide data and analytics of all lead generating sources. Find and recommend ways to improve.
- Coordination of micro budgets within projects and/or events
- Co-creation (write, proof, and edit) and publication of all marketing material (online and print)
- Ensure brand management and corporate identity
- Maintain effective internal communications to ensure that all relevant company functions are kept informed of marketing objectives
- Liase with vendors on Co-Op opportunities
- Support in trade show logistics (creating itineraries, coordinating/booking travel) and production (preparing trade show booth material), coordinating with staff to ensure prompt delivery of materials and merchandise (shipping/freight/material handling).
- Possible travel for events, trade shows, training & any possible out of office area locations.

Qualifications include:
- At least 2-4 years of Marketing experience
- Adobe Creative Suite (InDesign, Illustrator, Photoshop. Premiere and After Effects is a plus)
- MS365 knowledge (working within MS Teams for project management)
- Salesforce knowledge is a plus
- High level of creativity
- Strong understanding of various marketing platforms, channels, and best practices, including social, digital, and email marketing
- Meticulous in creating structure and processes that help grow the department
- Excellent written and verbal communication skills, as well as outstanding copywriting and proofreading skills

Position Overview
HdL is seeking a confident professional to conduct financial oversight of local commercial cannabis business enterprises. The focus of this role is to audit financial and business operations to confirm revenue reporting and to verify acceptable accounting practices are in place.
Responsibilities
- Become familiar with state and local requirements for finances and accounting, business structure, related procedures and recordkeeping in the jurisdiction of business operations.
- Request, review, and analyze various financial reports, point of sale systems, and banking information for consistency with local, state, and federal requirements.
- Prepare thorough detailed reports and summarizations of findings and follow up with taxpayer on required changes. Track changes or updates from the taxpayer for the final report.
- Works with team to issue audit results to the client.

Qualifications
- Bachelor’s degree and 1-2 years of experience in a comparable analytical role. CPA or CFE, or working toward certification, is desirable
