Position description
The Institute of Urban & Regional Development and Center for Law, Energy and the Environment (Berkeley Law) at the University of California, Berkeley, is seeking to hire three Associate Specialists or Specialists to assist faculty researchers on a state-wide study of the local regulation of cannabis cultivation. This study examines whether local government regulation of cannabis cultivation is advancing the purposes of the Control, Regulate and Tax Adult Use of Marijuana Act. The project focuses specifically on whether local regulation of nonmedical cultivation is advancing the Act’s goal of legalizing cultivation in order to protect public health, public safety, and the environment from the harms of the illegal market. The study uses a mixed method research approach, drawing on cultivation permits data from jurisdictions across California. The Associate Specialists/Specialists will serve as a core member of the research team, providing support for legal research and analysis of local regulatory environments, local level permit data collection and data analysis and assisting in research dissemination strategies. The Associate Specialist/Specialists will also assist, support and collaborate with a team of undergraduate student researchers and coordinate work-flows across the team of 20+ undergraduate and graduate students.
Appointment Length:
This is a full-time, 24-month position. Anticipated start date is April 2021.
Responsibilities:
- Assist Principal Investigator and Co-PI with research design for collection of approval data.
- Summarize local land use law relevant to selected jurisdictions.
- Perform content and data analysis, including reviewing all final documentation and performing legal analysis of documents.
- Coordinate directly with city staff to request approval data, and to vet preliminary analysis.
- Assist with drafting and disseminating professional reports, articles and other writings to share findings.
- Participate in public presentations and panel discussions to share findings.
- Supervise assistant specialists, graduate student researchers, and undergraduate research apprentices to ensure that deadlines and milestones are being met on time.
Basic Qualifications:
- Master's degree or equivalent international degree at time of application
Preferred Qualifications:
- J.D. or equivalent international degree, or Master's degree in Urban Planning
- Experience with designing research methods that extract data through public portals.
- Demonstrated capacity to engage in independent research equivalent to that required for publications in law journals.
- Completed coursework in Local Government Law, Environmental Law, and Land Use Law
- Experience with interacting with including local public agency personnel.
- Experience with qualitative data and content analysis using social science research methods.
Salary:
The full-time annual salary will be commensurate with qualifications and experience and based on UC Berkeley salary scales.
This position is covered by the UC-UAW collective bargaining agreement for Academic Researchers.
