This
Community Partnership Manager (HSC 4) position reports to the Community Wellness and Youth Education Manager, and is tasked with developing a substance prevention community grants program, which includes overseeing the development of an equitable application process, building staff capacity for grant monitoring and contract management within the Youth Cannabis and Commercial Tobacco Prevention Program (YCCTPP), and building and fostering strong partnerships with community-based organizations across Washington State to address substance use prevention, emphasizing community-driven change through innovation and Policy, Systems, and Environmental change strategies that center intersectionality and equity.
The Community Partnership Manager works in tandem with the Commercial Tobacco Prevention Manager to advance goals outlined by the Youth Cannabis and Commercial Tobacco Prevention Program (YCCTPP), as well as goals and objectives outlined by the Washington State Commercial Tobacco 5-Year Strategic Plan, Washington State Substance Abuse Prevention and Mental Health Promotion 5-Year Strategic Plan, The National and State Tobacco Control Program and the Washington State Legislature in RCW 69.50.540 and 70.155.120 statutes.
This Health Services Consultant 4 position will have primary supervisory responsibility for the HSC 3, Contracts Consultant, Health Equity & Social Justice Consultant, and the Youth Cannabis Prevention Coordinator. As the Community Partnership Manager (HSC 4
), you will also be responsible for establishing and supervising at least one HSC 3 to monitor the community grants program.
This position supports the Department of Health’s mission by supporting and collaborating with our partners and other interested parties to enhance the health of individuals, families, and communities.
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed.

Duties Include
- Manage and lead the planning, coordination, implementation and evaluation of all strategies and activities articulated in RCW 69.50.540 for Cannabis Prevention and Education. The Cannabis Prevention and Education related duties include:
- A cannabis use public health hotline that provides treatment referrals utilizing evidence-based or research-based public health approaches and does not solely advocate an abstinence-only approach;
- A grants program for local health agencies that supports development and implementation of coordination intervention strategies for prevention and reduction of cannabis use by youth; and
- Media-based education campaigns across television, internet, radio, print, and out-of-home advertising, separately targeting youth and adults that provide medically and scientifically accurate information about the health and safety risks posed by cannabis use.
- Plans, organizes, leads, and supervises work performed by the staff.
- Develop, manage, and lead the planning, budget, coordination, implementation and evaluation of all strategies and activities for the substance use prevention community grants program.
- Support the implementation of strategies and activities for the National and State Tobacco Control Program (NTCP), as funded by CDC, including youth tobacco and vapor products prevention.
- Other duties as assigned to support the agency’s mission.

Required Qualifications
- Bachelor’s degree or higher in social services, public health, public administration, business administration, or related field.
- Five (5) or more years of professional management or consultative experience in a health services, prevention, or public health program, including three (3) or more years of experience supervising professional staff or serving as a team lead (developing work plans, setting direction for work, coordinating work among team members, monitoring performance, and giving feedback to team members).
OR:
- Six (6) years managing or supervising professional staff, preferably in a health-related field developing work plans, setting direction for work, coordinating work among team members, monitoring performance, acting as a subject matter expert, including three (3) or more years consultative experience in a public health or prevention related program.
AND:
- Demonstrated experience using electronic mail and internet
- Demonstrated experience using Microsoft Office Suite (Excel, Word, PowerPoint, and Teams)
Desired Qualifications
- Master’s degree or higher in public health, social and behavioral science, public administration, health communication, health education or promotion, or closely allied field.
- Two or more years’ experience working with and managing part of a federal grant.
- Two or more years’ experience in developing public health strategies to address substance use disorders prevention and dependence treatment (including commercial tobacco) among disparately affected populations.

Policy, Systems, and Environmental Changes Coordinator (PSE Coordinator) HSC 3 position supports the Department of Health’s mission by addressing commercial tobacco prevention and control and retail/recreational cannabis prevention and education efforts, emphasizing policy, environmental, and systems changes to enhance the health of individuals, families, and communities in Washington State.
The PSE Coordinator (HSC 3) will support the Youth Cannabis & Commercial Tobacco Prevention Program (YCCTPP) by providing education and technical assistance on commercial tobacco and retail cannabis policy, system, and environmental change related activities to the program’s contractors, coordinating policy development and education efforts, and serving as a liaison with the Office of Healthy and Safe Communities and Prevention and Community Health Division Policy and Legislative Affairs Staff.
As the PSE Coordinator you will research and monitor identified tobacco, vapor product, and retail cannabis organizational, tribal-related, community, local, state, and federal, policy issues. You will coordinate efforts to address the agency’s and YCCTPP’s policy agendas through facilitation and input from internal and external partners and stakeholders. By promoting policy collaboration between internal and external partners while serving on the State Prevention Enhancement Policy Consortium, you will contribute to healthier, safer and more equitable future for the residents of Washington State.
The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. Incumbent must have internet access and connectivity. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval.

Tumwater is located in Thurston County, Washington, homelands of the Coast Salish Peoples, including those recognized today as the Confederated Tribes of the Chehalis Reservation, and the Nisqually and Squaxin Indian Tribes. Duties Include
- Provides technical assistance and timely updates to YCCTPP staff and contractors regarding policy, system, and environmental change related activities/issues. This essential function will require in-person and virtual engagement and meetings with partners.
- Participates in and provides subject matter expertise on commercial tobacco and retail/recreational cannabis policy issues and other PSE-related activities to the YCCTPP practice collaborative.
- Monitors local, state, and federal legislation that may affect YCCTPP efforts.
- Leads the planning and implementation of policy-related activities for identified DP20-2001 National and State Tobacco Control Program, CDC funded work plan strategies and activities addressing the prevention of initiation and use of commercial tobacco products among youth and young adults. In collaboration with the Evaluation Coordinator, participate in all related evaluation efforts.
- Collaborates with PCH Policy and other leadership staff in their review, analysis, and tracking of proposed legislation, rules, fiscal proposals, and other policy actions that impact organizations or persons in the areas of commercial tobacco and retail/recreational cannabis.
- Provides feedback and technical subject matter expertise to YCCTPP managers in the development of proposals, including proposed rules, legislation, and supporting documents.
- Monitors the implementation of commercial tobacco and retail/recreational cannabis policies.

- Knowledge of the components of a comprehensive tobacco prevention and control program, and current evidence based and promising strategies.

- Ability to effectively give and receive technical program information both orally and in writing to diverse audiences; ability to write and develop documents for use by public health professionals, policy makers, and stakeholders.
- Ability to define a project, create a plan, and successfully implement it within a timeline.
- Experience in planning, implementing, and supporting webinars, conference calls, and training sessions with partners and stakeholders.

Our
Community Wellness and Youth Education Manager is responsible for managing the programs in the Community Wellness and Youth Education Unit in the Community Based Prevention Section within the Office of Healthy & Safe Communities. This position provides leadership in strategic planning for program implementation and outcomes; vision for overall program focus and direction; selection, supervision, mentoring and, if necessary, discipline of staff; and establishes and maintains key stakeholder relationships. Our Community Wellness and Youth Education Manager is responsible for directing a group of activities and functions that provide support to the Youth Cannabis and Commercial Tobacco Prevention, Oral Health, and Comprehensive Cancer Control programs, as well as various coverage needs for cross-section programs at the direction of the Section Manager.

Compensation

The annual compensation is between
$78,408 and $105,384, depending upon qualifications.

The
Commercial Tobacco Use and Dependence Treatment (CTUDT) Consultant oversees and coordinates all cessation strategies, tactics, and activities for the Youth Cannabis and Commercial Tobacco Prevention Program (YCCTPP).
In this position, you’ll support the Department of Health’s mission by collaborating with our partners and stakeholders to enhance the health of individuals, families, and communities through the planning, implementation, and evaluation of cessation interventions to address tobacco use, the leading cause of preventable death in Washington State.
This is a full-time permanent Health Services Consultant 3 (HSC 3) within the Division of Prevention and Community Health (PCH) Community Based Prevention Section (CBP) of the Office of Healthy and Safe Communities (OHSC).
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. Duties Include
- Overseeing the state’s strategic efforts to address commercial tobacco cessation.
- Coordinating the planning, implementation and evaluation of all cessation strategies, tactics, and activities in the Commercial Tobacco Prevention Program’s five-year strategic plan.
- Guiding the strategies of the Tobacco Prevention and Control Program’s CDC core federal grant, and annual and strategic planning process to promote cessation.
- Identifying tobacco prevention and control program capacity and infrastructure to promote cessation.
- Identifying focused key strategies and priorities and determining funding allocations for cessation components of the program.
- Coordinating with internal agency personnel and external partners and stakeholders to develop web-based cessation promotional material to be housed on the cessation website.
- Maintaining working relationships and partnerships with diverse community and state organizations.
- Completing Quitline association annual surveys and quarterly electronic data reporting.
- Providing technical assistance to health care providers, health care systems and the public on cessation and secondhand smoke.
- Integrating tobacco cessation and prevention activities with other chronic disease prevention program activities.
- Providing recommendations on interventions that leverage tobacco cessation activities.
- Managing contracts for tobacco cessation-related projects and strategies.

This
Health Services Consultant 3 position serves as the Commercial Tobacco and Marijuana Prevention Equity and Social Justice Coordinator for the Commercial Tobacco Prevention Program/Unit (CTPP) and the Community Partnership Unit (CPU) within the Community Based Prevention Section (CBP). This position directly reports to the Community Partnership Manager within the Community Based Prevention (CBP) Section. This position will be responsible for coordinating and/or supporting the planning, implementation, and evaluation of strategies, activities, and tactics to reduce commercial tobacco- and marijuana-related disparities and serve as contract manager for community-based and tribal-related organizations addressing the reduction and elimination of disparities and the advancement of equity and social justice.
Commercial tobacco prevention efforts focus on approved work plan activities of the DP20-2001 National and State Tobacco Control Program federal grant, Centers for Disease Control and Prevention, and selected strategies and tactics articulated in the Washington State Five-Year Tobacco Prevention and Control Strategic Plan. Marijuana prevention and education efforts focus on the implementation of the Legislative mandate codified in RCW 69.50.540 that requires the Department to create, implement, operate and manage a marijuana education and public health program that contains the following:
A marijuana use public health hotline that provides treatment referrals utilizing evidence-based or research-based public health approaches and does not solely advocate an abstinence-only approach;- A grants program for local health agencies and/or community based organizations that supports development and implementation of coordination intervention strategies for prevention and reduction of marijuana use by youth; and
- Media-based education campaigns across television, internet, radio, print, and out-of-home advertising, separately targeting youth and adults that provide medically and scientifically accurate information about the health and safety risks posed by marijuana use.

Duties Include
- Leading efforts to award a contract to a local lead agency to implement related activities.
- Collaborating with contracted local lead agency to 1) conduct community needs and joint readiness assessments; 2) engage an existing coalition; 3) develop and implement a strategic plan and workplans; 4) conduct data collection; and 5) evaluate and develop a best practices document based on lessons learned.
- Providing coordination support and subject matter expertise to program staff on the planning and implementation of all activities to reduce disparities articulated in the CDC work plan to ensure achievement of grant deliverables.
- Participating in the development of required annual performance and other reports.
- Developing and expanding relationships and partnerships with diverse community and tribal organizations, networks, and groups to effectively reach and engage identified populations at greatest risk.
- Guiding the integration of strategies into CTPP and CPU units’ stated goals and objectives, and annual and strategic planning process to reduce commercial tobacco and marijuana-related health disparities.
- Developing, administering, and managing commercial tobacco and marijuana prevention contracts with community-based and tribal-related organizations.

- Knowledge of the components of a comprehensive tobacco prevention and control program, and current evidence based and promising strategies.
- Experience in planning, implementing, and supporting webinars, conference calls, and training sessions with partners and stakeholders.
