POSITION: Attorney in the Cannabis Abatement and Prosecution Section in the Problem Property Prosecution Division of the Criminal and Special Litigation Branch.
DIVISION: The Problem Property Prosecution Division is comprised of the Cannabis Abatement and Prosecution Section (CAPS), Citywide Nuisance Abatement Program (CNAP), and Code Enforcement and Animal Protection Unit.
CAPS is responsible for criminal and civil prosecution of unlicensed and unlawful
Commercial Cannabis Activity.
DUTIES AND RESPONSIBILITIES: The CAPS attorney will be responsible for the following:
- Vertical prosecution of criminal cases involving unlicensed and unlawful
Commercial Cannabis Activity -- from the filing of the criminal case through trial and appeal;
- Prosecution of civil cases involving unlicensed and unlawful Commercial
Cannabis Activity as appropriate -- from the drafting and filing of the civil complaint through the conclusion of the civil case;
- Working cooperatively with prosecutors assigned to the various sections of the Problem Property Prosecution Division, and various Criminal Branch Offices, to effectively address issues involving unlicensed and unlawful Commercial Cannabis Activity;
- Working collaboratively with LAPD, the community and other stakeholders to address issues involving unlicensed and unlawful Commercial Cannabis Activity;
- Attending community meetings and making presentations regarding Commercial Cannabis Activity;
- Providing regular status reports to management regarding unlicensed and unlawful Commercial Cannabis Activity in the attorney’s assigned LAPD Bureau; and
- Maintaining current status log entries in the CNAP database and related databases.
REQUIRED QUALIFICATIONS: Applicants for this position must have a license to practice law in all of the courts in the State of California. Additional requirements include:
- Experience prosecuting misdemeanors.
- The ability to manage and vertically prosecute a criminal caseload.
- Excellent trial and oral advocacy skills.
- Excellent research and writing skills.
- The ability to interface with a wide variety of members of the public, law enforcement, and the court system with tact, sensitivity and good judgment.
Desirable Qualification:
- Civil Litigation experience.

POSITION: Paralegal position in the Cannabis Advice, Law and Litigation Section of the Municipal Law Branch (CALLS).
DUTIES AND
RESPONSIBILITIES: The Paralegal will work closely with the Deputy City Attorneys who serve as counsel to the Department of Cannabis Regulation (DCR) and the Cannabis Regulation Commission, and perform paralegal assignments in both litigation and non-litigation matters. The Paralegal assigned to the position will review and redact documents requested by subpoena or public records request; prepare both State and federal court pleadings; perform legal research; draft declarations or legal memorandum; and communicate directly with the assigned attorney(s), City departments and personnel, and opposing counsel. The Paralegal will also work on discovery matters including responses to interrogatories, requests for admissions, and requests for production of documents; propounding interrogatories, requests for admissions, and requests for preparation of documents; preparing administrative records for writ matters; and digesting deposition transcripts.
REQUIRED
QUALIFICATIONS: Either (1) Certificate of completion of an accredited paralegal training program or (2) a degree from a postsecondary institution that requires the successful completion of a minimum of 24 semester units, or the equivalent in law-related courses, and which has been accredited by a national or regional accrediting organization or approved by the Bureau for Private Postsecondary and Vocational Education.
The position requires a team-orientated, self-motivated, quick learner who can exercise independent judgment and is able to work with minimal supervision. The hours for this position are generally from 8:00 a.m. to 5:00 p.m., Monday through Friday; however, flexibility is required.
DESIRED QUALIFICATIONS: Experience in preparing draft correspondence and pleadings is strongly desired. Experience in the area of cannabis law and knowledge of research software such as Lexis is desirable.

POSITION: Attorney in the Cannabis Advice, Law and Litigation Section of the Municipal Law Branch (CALLS).
DUTIES AND RESPONSIBILITIES: CALLS attorneys serve as counsel to the Department of Cannabis Regulation (DCR) and the Cannabis Regulation Commission, which are involved in the licensing and regulation of commercial cannabis activity in the City of Los Angeles, including retail sales, cultivation, and manufacture of cannabis for medicinal and adult recreational use. CALLS attorneys also interface with other City departments including the Los Angeles Police Department, the Los Angeles Fire Department, the Department of Building & Safety and the Planning Department, as well as counsel for those departments. The attorneys’ duties include providing advice and support on a range of matters related to cannabis licensing and regulation, drafting ordinances and regulations, assisting DCR in developing public-facing information and resources, representing DCR in administrative hearings before hearing officers and the Cannabis Regulation Commission, and handling related civil litigation, including writ proceedings, in state and federal court. CALLS attorneys also assist in handling subpoenas and public records requests and staffing the Cannabis Regulation Commission during public meetings governed by the Brown Act.
REQUIRED QUALIFICATIONS: Applicants for this position must have a license to practice in all California state courts and the United States District Court for the Central District. Additional requirements include:
· Minimum three years of civil litigation experience in federal and state courts;
· Demonstrated research and writing skills in complex areas of the law;
· Demonstrated ability to problem solve, and to make decisions practically and independently; and
· Strong oral communication skills.
The following qualifications are desirable:
· Minimum three years of experience providing legal advice to public agencies and/or regulatory agencies;
· Knowledge of local and state cannabis law;
· Knowledge of the City Charter, Brown Act, Public Records Act and conflict of interest laws;
· Ability to litigate cases with minimal supervision;
· Experience litigating civil writ proceedings, including ordinary mandate and administrative mandate (CCP §§ 1085 and 1094.5, respectively);
· Experience with the California Environmental Quality Act (CEQA);
· Experience with administrative hearings; and,
· Experience in drafting local ordinances.
