About the Position
This key position supports the health and safety of the community by investigating complex complaints related to cannabis cultivation, building construction, substandard and dangerous buildings, zoning, noise, sewer and storm water runoff, and other general land use related requirements. A Senior Code Enforcement Officer works under direction from a higher-level management position and supervises a dynamic and hard-working team of Code Enforcement Officers, Technicians, and Support Staff, and provides lead correspondence and coordination with police, fire, and other first responders to assess structural damages or assist with emergencies.
The Ideal Candidate
The Ideal Candidate is a dedicated public servant with substantial knowledge of and experience with City codes. He or she will have strong analytical and problem-solving skills to resolve complex code violation cases, effective and respectful interpersonal communication, strong writing skills and experience supervising the work of others.
Code Enforcement and Inspection certifications are desirable.

Examples of Duties and Responsibilities
Essential Duties:
Supervise, train and evaluate assigned staff;- assign and distribute workload;
- coordinate and assign requests for investigation, supervise staff workload to ensure compliance with all pertinent codes, ordinances, rules and regulations;
- provide technical information regarding codes and compliance methods and review and resolve difficult and complex enforcement problems, issues and conflicts independently and/or with other City staff, property owners, business owners, tenants, contractors, and complex code enforcement assignments;
- investigate and respond to a variety of inquiries, complaints and requests for service;
- evaluate established policies, processes and procedures and recommend and implement related service improvements; prepare and submit a variety of reports, memos and correspondence on code compliance, plan review, permit issuance and inspection-related matters associated with resolving code enforcement cases;
- compile and maintain statistics on code enforcement activities;
- review resolved code violations to ensure that proper procedures have been carried out and ensure all code compliance activities are completed in a timely and professional manner. Additionally, this position supervises the issuance of administrative citations, notices of administrative hearing, recordation of assessment liens on properties, and the collection of funds from both processes.
Additional Duties:
In addition to the duties listed above, a Senior Code Enforcement Officer may perform the following duties.
- May develop systems, procedures, handouts, and other aids necessary to maintain and improve customer service related to code compliance;
- make presentations and represent the Division and Department at various City Boards, Commissions and professional groups;
- attend administrative hearings, issue administrative citations and record of notices of noncompliance;
- perform related duties as assigned.
Required Qualifications
Knowledge of: California Building, Plumbing, Mechanical, and Electrical Codes in addition to the International Property Maintenance Code and substandard housing conditions, City of Santa Rosa Ordinances, Codes and regulations; accepted legal rights of entry and safety standards; principles and techniques of methods to obtain code violation resolution; principles of effective supervision, including training, discipline, and performance management.
Ability to: Supervise, train and evaluate staff; respond to and work effectively with City staff, property owners and managers, business owners, tenants, builders, engineers, architects and the general public; communicate effectively orally and in writing; coordinate, observe and review the work of others; assist subordinates with complex tasks or difficult situations; analyze problems and recommend effective solutions; analyze, interpret and accurately check building and site plans and specifications; produce written documents using correct grammar; tactfully and effectively resolve conflicts and difficult situations while providing quality customer service; function effectively as a team leader.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – Sufficient years of increasingly responsible experiences in code enforcement, administrative hearing procedures, issuance of administrative citations and recording of notice of noncompliance, with experience in coordinating and assigning work, to demonstrate possession of the knowledge and abilities listed above; Education – Equivalent to completion of the twelfth grade, supplemented by specialized training in code enforcement, supervision and public relations.
License or Certificate: This classification requires the use of a personal or City vehicle while conducting City business. Individuals must be physically capable of operating the vehicles safely and must possess and maintain an appropriate valid California motor vehicle operator's license. Individuals must obtain within one year of hire, and maintain throughout employment, a Code Enforcement/Compliance Officer certification from an accredited professional organization and one of the following inspection certifications from an accredited professional organization: Building or Combination of Building Inspector certification applicable to job assignment and approved by the Chief Building Official. Possession of PC832 Certification (training course for peace officers) through an accredited P.O.S.T. academy within one year of appointment.
Additional Information
The nature of the work requires the individual to work with potentially uncooperative and hostile individuals. This position requires the ability to climb ladders or scaffolding up to 60 feet in order to access and walk on roof tops; and the ability to access and enter cramped quarters such as crawl spaces located under homes or spaces such as attic areas. Working within crawl spaces or other areas may bring the code compliance officer into contact with reptiles, insects, and/or mammals such as cats, dogs, rodents and/or bats. While conducting an inspection it may require the incumbent to walk over rough uneven, rocky, wet or slippery surfaces, and to jump over trenches and other obstacles. Inspections occur year round involving all weather types typical of the region. The position may also require entering unsanitary and potentially hazardous waste areas.

ABOUT THE POSITION
Vacant due to a promotion, this position is an excellent opportunity for a skilled financial manager to assist the Chief Financial Officer (CFO) in evaluating service delivery and bring new, innovative ideas to the City’s financial services. Reporting to the CFO, the Deputy Director will be responsible for developing and managing assigned City-wide financial operations; providing highly responsible and complex administrative support to the department head in developing and accomplishing department objectives and goals; and serving as Acting Director in the CFO’s absence.
THE IDEAL CANDIDATE
The ideal candidate will be a proactive and engaging leader with excellent communication and interpersonal skills, highly developed leadership and personnel management skills, and several years of supervisory experience involving budgeting or financial analysis in a public sector agency, and:
- Significant knowledge of the principles, practices and methods related to municipal finance management including:
- contract and project management
- debt financing
- cash flow analysis
- economics
- public administration
- governmental accounting, auditing, and budgeting
- revenue forecasting
- Bachelor’s degree in accounting, auditing, business administration, public administration, or related field

THE FINANCE DEPARTMENT
The Finance Department is responsible for accounting and financial management for the City, Housing Authority, and Successor Agency to the former Redevelopment Agency. Services include collecting tax and other revenues, debt management, investment management, processing the City's payroll, paying the City's bills, annual budgeting, and long-range financial planning.
The department has a total general fund budget of $7.2 million and over 62 full and part time employees. The Department is made up of the following divisions: Administration; Purchasing, including Warehouse services; Revenue, including revenue, cannabis, and business tax operations; Payroll and Employee Benefits; Financial Reporting made up of Accounting and Accounts Payable; and Budget & Financial Analysis, which includes financial planning, budgeting, and City investment functions.
THE CITY OF SANTA ROSA
Santa Rosa provides a full array of municipal services including public safety (police and fire); community engagement; housing & community services; parking; planning & economic development; recreation & parks; transit, transportation & public works; water; and the traditional internal management support functions (finance, human resources/labor relations, communications & legislative affairs, and information technology).
With a Fiscal Year (FY) 2021-22 budget of $473.6 million for operations and capital improvements, approximately $5 billion in City infrastructure, the City’s 13 departments, 15 boards & commissions, 12 employee bargaining units, and 1,267 employees provide a full range of municipal services to the community.

- Support the Chief Financial Officer throughout the Citywide budget process, including but not limited to, preparing complex revenue and expenditure forecasts, coordinating Citywide capital and operating budgets, monitoring changes to Citywide budget as it goes through the review process, and preparing components of the City’s annual adopted budget document
- Consult with and advise departments concerning financial issues and problems; assist in the review and analysis of revenue estimates, expenditures and fund balance; and prepare financial reports
- Conduct special studies and analyses as directed by the Chief Financial Officer
- Develop short and long-term strategic financial plans to meet City’s financial goals and objectives
- Ensure the City’s fiscal and business operations are consistent with the financial industry’s best practices and accepted public finance standards
- Ensure timely and accurate preparation and reconciliation of journals, ledgers and other accounting records. Oversee and review major financial transactions and monitor expenditure of City funds
- Implement and maintain efficient internal accounting control; ensure proper segregation of duties and City assets are safeguarded
- Direct and oversee management of the City’s investment and debt portfolios, bond issuance, credit rating issues and cash flow analysis to meet all budgetary and financial obligations.
- Research and analyze revenue generating and cost reducing proposals for capital and operating programs
- Serve as the acting Director in the Chief Financial Officer’s absence.
Required Qualifications
Knowledge of: Principles and practices of effective supervision; principles and practices of administration and personnel management; principles of finance, economics and public administration, including governmental accounting, auditing, and budgeting, revenue forecasting, debt financing, and cash flow analysis; techniques of financial analysis and modeling; State, County and local tax ordinances and statutes; uses of automated financial information systems and spreadsheets
Ability to: Assign, direct, review and evaluate the work of subordinate staff; analyze administrative and management problems and make, recommend, and implement policy and procedural changes; interpret and analyze economic and financial data; prepare written procedures and policies; work independently and make sound judgments; interpret rules, policies and procedures; deal tactfully and effectively with members of the public, other City employees and agency officials; handle difficult and non-routine requests and inquiries; communicate technical material clearly and concisely, both orally and in writing; prepare and analyze a variety of financial and statistical statements and reports; make presentations of complex and difficult issues to the public; understand and apply data processing principles to financial billing and record keeping systems.
Experience and Education: Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of experience involving budgeting or financial analysis, including supervisory experience, to demonstrate possession of the knowledge and abilities listed above. Directly related experience with accounting, budgeting or financial analysis in a public sector agency is highly desirable.
Education -Equivalent to a Bachelor’s degree from an accredited college or university with major work in accounting, auditing, business administration, public administration, or related field. A Master’s degree in a related field and/or a Certified Public Accountant (CPA) is desirable.
License or Certificate:
Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California Drivers License, OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.
