The Oakland Fire Department (OFD), an all-risk mitigation agency, was incorporated on March 13, 1869. It operates 25 fire stations, responding to approximately 70,000 emergency calls annually, with over 80% being advanced life support (ALS) emergency medical calls. In addition, OFD provides structure and wildland urban interface fire response and is responsible for fire and medical dispatch, prevention, investigation, emergency management, and fire code inspection.
As of FY 2021-22, OFD has 486 authorized sworn personnel and 180 civilian personnel. OFD is led by a Fire Chief who is appointed by the City Administrator. The department has six divisions/bureaus: Fiscal and Administrative Services, Fire Prevention Bureau, Operations Division, Support and Services, Medical Services and Emergency Management Services.
THE POSITION
The Fire Marshal leads the Fire Prevention Bureau, which is responsible for fire safety education, inspection of high hazard occupancies, fire code enforcement, and vegetation management. The Bureau also provides plan check services that assure the incorporation of proper life safety standards, as well as code compliance, for all new construction in the city.
This sworn management position serves as the division manager of the Fire Prevention Bureau, reporting directly to the Fire Chief, and working closely with the Director of Planning and Building. As Fire Marshal, s/he oversees a division of 52 civilian and 4 sworn staff.
The Fire Marshal is directly responsible for upholding fire and life safety standards in the City of Oakland by managing, directing, and coordinating the operations and delivery of a full-service regulatory compliance, public education, and investigative services bureau. The incumbent attends executive staff meetings in the Fire Department, and inter-department meetings with the Planning and Building Department. S/he establishes priorities for annual state-mandated inspections, new construction plan review and inspections, and serves as arbiter of issues with applicants, plan reviews and inspections for projects ranging from high-rise and large commercial and industrial developments to single-family residential dwellings.
Under general administrative direction in the Oakland Fire Department, the Fire Marshal plans, organizes, develops and provides oversight of programs in the Fire Prevention & Public Education Outreach Division: fire prevention, investigation and code enforcement inspection. The Fire Marshal performs a variety of administrative, technical and managerial tasks related to vegetation management, environmental hazards, fire code inspection, fire investigation, engineering services and fiscal management throughout the City, and performs other related duties as assigned.
The incumbent will have the ability to effectively manage and coordinate a comprehensive catalog of fire prevention programs, including:
- Annual state-mandated and operational-permit inspection programs.
- New development plan review and inspection.
- Intense vegetation management for the Oakland Hills Wildland-Urban Interface area.
- Hazardous materials compliance programs.
- Cannabis industry compliance for plan review and inspection of dispensary, distribution, cultivation, extraction, and non-volatile manufacturing.
- Engine company inspection programs.
- Public fire education programs; and
- Fire cause and determination investigation programs.

Examples of Duties
Duties may include, but are not limited to the following:

Minimum Requirements for Application
The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.
Education:
Bachelor’s degree from an accredited college or university in fire science, public or business administration or a related field. Possession of an advanced degree in public or business administration is highly desirable.
Experience:
Four years of progressively responsible related management or supervisory experience which includes at least two years of professional experience in fire prevention, suppression, personnel and training.
License or Certificate / Other Requirements:
Possession of a valid California Class “C” or higher driver's license issued by the Department of Motor Vehicle (DMV).
Must possess a valid California International Code Council (I.C.C.) Fire Inspector Certification within six (6) months of employment or hire.
Must pass a thorough background investigation that complies with the background clearance of California Department of Justice (DOJ) and Federal Bureau of Investigation (FBI).
May be required to pass an employment physical examination.
Must be a U.S. citizen or legally authorized to work in the United States.
Must have an acceptable driving record.

The City of Oakland is currently recruiting to fill a City Administrator Analyst vacancy within the City Administrator's Office. Under direction of a Deputy City Administrator, performs professional and confidential budgetary, personnel, and administrative work in support of projects in the City Administrator's Office or other Agency; supervises assigned staff; and performs related duties as assigned. The City Administrator Analyst receives general supervision from a Deputy City Administrator and may provide direct and indirect supervision over assigned technical and clerical personnel.
The Special Activity Permits Division in the City Administrator's Office is seeking a candidate to support the City's Cannabis Equity Program, including administration of state grant funds received to support the Equity Program. The incumbent will be responsible for tracking the different uses of state grant funds and compiling this information into reports to state funding agencies and the City Council as needed. Additionally, the candidate will support an updated assessment of the Equity Program through analysis of data on the City's existing program and trends in both the cannabis industry and analogous industries.
Limited Duration position: This position is currently funded for a limited duration of one (1) year from date of hire with a possible extension for an additional two (2) years, based on available funding.
