The Administrative Hearings Office is established pursuant to Water Code sections 1110-1114.
The Presiding Hearing Officer serves as a hearing officer but also supervises the Administrative Hearing Office. The Presiding Hearing Officer hires personnel, including attorneys and technical experts, assigns proceedings to be heard by other hearing officers within the office, reassigns proceedings as convenience and necessity require, and serves as hearing officer. The Administrative Hearing Office presently consists of the Presiding Hearing Officer, two attorney hearing officers, two technical staff, and two support staff.
The State Water Resources Control Board and the nine Regional Water Quality Control Boards employ approximately 2,600 staff, which includes a multi-disciplinary team of engineers, scientists, attorneys, and technical support staff. The Board’s budget in the current fiscal year is over $1.5 billion.
