The City of Portland's Office of Community & Civic Life is seeking a Business Technology Lead (BSA III) to join a dynamic team strategically working to promote an inclusive culture of civic engagement for all Portlanders, with a focus on enhancing the following core competencies:
- Adopting a data and evidence-informed, intergenerational and multicultural approach to serve a markedly different demographic in 2035 than exists today.
- Providing strategic communications to reach new audiences in ways that matter to them.
- Evaluating and building evidence for the impact of our programmatic investments.
As the bureau’s Business Technology Lead, you will lead and manage work to modernize the technology tools used by the Bureau to implement strategic priorities and to deliver services such as community engagement, community safety, and regulatory oversight in cannabis licensing, noise control, graffiti abatement, and liquor licensing.
The initial focus of this position will be on the Cannabis Program, enhancing its technical capabilities to better manage the program’s revenue collection and to deliver effective industry data analysis. Created in 2015, the Cannabis Program represents an entirely new line of business and source of revenue for the City of Portland. As a result, the Cannabis Program is well-positioned to pilot new technology solutions that will ultimately also benefit the entire bureau. Therefore, while this position is initially focused on the technology solutions for the Cannabis Program, the Business Technology Lead will be expected to lead implementation and transformations that allow for future expansion for other Bureau business needs, if applicable.
The person in this role will be the only position in the Office of Community & Civic Life responsible for technology project management and as such is expected to use exceptional quality control review and judgment skills.
Additionally, this role will:
- Provide technology business consulting and guidance for our bureau, including consultation and/or collaboration with other bureaus including Bureau of Technology Services (BTS) to determine other city solutions in use and feasibility for our bureau’s use cases
- Manage bureau technology projects, both large and small
• Analyze and document business operations requirements and technical workflows • Recommend feasible technology solutions and/or business process improvements
- Conduct and/or contribute to end-user training and change management communications
- Test, track and resolve systems issues, identifying opportunities for future enhancements and efficiencies
- Contribute to the maintenance, operation, and development of Citywide or Bureau/Office specific systems
An ideal candidate will have advanced knowledge of systems analysis principles, practices, and techniques, strong communication skills (verbal and written), experience managing multiple technology projects at once, the ability to solve or troubleshoot complex technology problems, and the ability to translate the bureau’s needs to technical requirements for information systems professionals.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. To Qualify
Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, and/or experience, meets each of the following minimum qualifications:
1. Knowledge of the principles and methods used in systems analysis including business process analysis, activity or user story mapping, entity relationship diagramming, and conducting requirements interviews or workshops.
2. Experience working collaboratively with customers and information system professionals to ensure all parties understand (in their terms) important information such as system needs, requirements, and constraints.
3. Experience communicating complex ideas, both in writing and verbally, to a variety of audiences including technical staff, program staff, and managers.
4. The ability to learn new technical skills, systems, or software products to meet continually changing business or technology needs.
5. Experience developing training materials and leading training with end-users.
