The Position
The Cannabis Policy Oversight Team (CPOT) provides the Office of Community & Civic Life with diverse stakeholder perspectives on cannabis-related public policies. The Body’s objective is to discuss and develop policies that support equitable access and outcomes for the cannabis industry, cannabis consumers, and all City of Portland residents.
Committee activities include: Advise Office of Community & Civic Life’s Cannabis Program and Bureau Director.
- Lend expertise on cannabis related issues such as:
- policy and regulations
- government budget allocation
- Community outreach and education
- economic development.
- Research and author the Annual Cannabis Policy Report
- Provide feedback on the prioritization of work in future phases

Time Commitment
- CPOT meetings are held twice a month, every second and fourth Thursday from 6:00 – 7:30pm. Currently all CPOT meetings are being held virtually via Zoom.
- Members are involved for a duration of 2 or 3 year terms, or no more than 8 consecutive years.
- Members are expected to prepare for meetings on their own time. Meeting materials for review may be sent with minimal time to review, possibly as few as forty-eight hours (or two days) in advance.

City Planner I-Land Use (Planner I City-Land Use)

The Position
City Planners I - Land Use specialty in the Bureau of Development Services perform moderately difficult and responsible professional planning assignments ranging from evaluating building permit applications for compliance with applicable land use codes, to analyzing development proposals and preparing written findings as part of discretionary land use reviews. This position carries out individual responsibilities using initiative, creativity and independence.
City Planners I – Land Use should possess the ability to maintain confidentiality, exercise sound problem-solving skills and use professional judgment. This position will also meet the Bureau's expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland's community. City Planners I provide services in three teams:
- Planning and Zoning Team – Duties include administering the zoning code through non-discretionary review of (mostly) electronic building permit plans for compliance with zoning standards and previously-approved land use reviews. Additional duties include providing zoning information and assistance to customers involved in the land use review or permitting process on the Zoning Information Line (by phone), in Virtual meetings, in the Permit Center, and in other settings.
- Title 33 Team –Duties include administering the zoning code through the review of development proposals involving a variety of discretionary land use reviews. Additional duties include providing zoning information and assistance to customers involved in the land use review or permitting process.
- Land Division/Environmental Team – Duties include administering the zoning code through the review of development proposals involving discretionary Land Division or Environmental land use reviews. Additional duties include providing zoning information and assistance to customers involved in the land use review or permitting process.
Planning and Zoning team. However, the list may be used to fill future vacancies in the three teams. Fluency in a second language is desirable, but not required.
As a City Planner I in the Planning and Zoning Team in BDS you will:
- Review building permit plans, mostly in the virtual work environment, submitted to BDS for compliance with Zoning requirements and conditions of approved land use reviews. Permits are submitted to BDS electronically as PDF files OR using the Project Dox Permit review software. (Experience using Project Dox is helpful but not required).
- Provide zoning information to customers in writing, on the phone and in virtual meetings using Microsoft TEAMS and sometimes ZOOM software.
- Assist customers, on a periodic basis, with limited paper plan review services that BDS provides in-person in the Development Services Center.
- Answer questions and concerns from the public, BDS and other City agency staff providing strong customer service and a solutions-oriented approach.
- Complete Tier 2 zoning confirmation letters used by finance institutions for due diligence, zoning maps for liquor and cannabis business licensing, and location approval for state car dealer applications.
- Report in person to work at least 1 regular shift (1 day) per week at the Development Services building (1900 SW 4th Avenue, Portland OR 97201) or as required by the work needs of the team/City of Portland work policies.
- Self-motivated: You work independently and with a minimum of supervision on a variety of tasks and manage your work deadlines effectively.
- Detail-oriented: You are a careful reader of code regulations and can apply them to development proposals.

These services have an impact on BDS and multiple partner bureaus and organizations who utilize the City’s permitting software.

As a BSA III for Bureau of Emergency Communications, you will work on the support and maintenance of the City’s emergency communications systems which include, but not limited to, Computer Aided Dispatch (CAD), Enhanced 9-1-1 (E911) phones, emergency services logging recorder, and Next Generation 911 (NG911).

The Office of Community & Civic Life (Civic Life):
As a BSA III for Civic Life or Business Technology Lead, you will lead and manage work to modernize the technology tools used by the Bureau to implement strategic priorities and to deliver services such as community engagement, community safety and regulatory oversight in cannabis licensing, noise control, graffiti abatement and liquor licensing. The Business Technology Lead (BSA III) will be expected to lead implementation and transformations that allow for future expansion for other Bureau business needs, if applicable. The person in this role will be the only position in the Office of Community & Civic Life responsible for technology project management and as such is expected to use exceptional quality control review and judgment skills.
What you would get to do as a BSA III for Civic Life:
- Provide technology business consulting and guidance for our bureau, including consultation and/or collaboration with other bureaus including Bureau of Technology Services (BTS) to determine other city solutions in use and feasibility for our bureau’s use cases
- Manage bureau technology projects, both large and small
- Analyze and document business operations requirements and technical workflows
- Recommend feasible technology solutions and/or business process improvements
- Conduct and/or contribute to end user training and change management communications
- Test, track and resolve systems issues, identifying opportunities for future enhancements and efficiencies
- Contribute to the maintenance, operation, and development of Citywide or Bureau/Office specific systems

About the Position: The Records Division Manager is responsible for managing the Public Records Unit which is a 24-hour operation that processes all of the public, interagency, law enforcement and subpoena requests. This position carries out the mission of the Division by providing services for the internal/external operations of the approximately 74 direct report employees. The Records Division Manager also provides day to day supervision of the assigned programs to include GovQA, Body Worn Camera, RegJIN, LEDS and CJIS.

The Portland Police Bureau is seeking Police Record Specialists to join their Records Division team.
The Police Records Specialist position performs a variety of administrative duties in the Police Records Division. Duties include processing police reports, data entry into law enforcement databases, releasing towed vehicles to the public, copying reports, and conducting research consistent with Bureau policy. All work is conducted with a 95% accuracy requirement and is frequently time-sensitive. Strict confidentiality must be exercised in all areas of the Police Bureau.
What to expect as a Police Records Specialist
The Records Division operates 24/7 and consists of 3 shifts; Days, Afternoons, and Nights. Once you have completed the training process, you will bid on an open shift within the Records Division and may be assigned to a different area of expertise on a daily basis. Upon arriving at work, you will need to check the daily schedule for your assignment. Each shift depends on your timely arrival.
If assigned to a customer service area within the Records Division, your day may begin responding to phone and radio calls and continue throughout the day. These calls may be from the public, PPB officers/investigators, other members of the Bureau, as well as outside agencies. Each call presents a unique situation requiring research and problem-solving.
Important Information is shared at roll call or through Division emails. Lunch and/or breaks are coordinated with your co-workers.
Records is a busy and dynamic department, with frequent changes in workflow and type of work being performed. Flexibility and open communication are essential to success. The fast pace makes the day go by quickly!
Police Records Training Coordinators and Supervisors are available to help problem-solve and assist Police Records Specialists with their performance in support of our everyday functions.

Selection process
The selection process for Police Records Specialist will consist of an application review, an oral interview with a panel, and an in-depth criminal background investigation.
Background Investigation
Applicants who successfully pass the oral interview will receive a conditional offer for current/future vacancies which will advance you to the background investigation step. Background Investigations for this position typically take 2-3 months to complete so you will want to plan accordingly.

The Cannabis Policy Oversight Team (CPOT) provides the Office of Community & Civic Life with diverse stakeholder perspectives on cannabis-related public policies. The Body’s objective is to discuss and develop policies that support equitable access and outcomes for the cannabis industry, cannabis consumers, and all City of Portland residents.
Committee activities include: Advise Office of Community & Civic Life’s Cannabis Program and Bureau Director.
- Lend expertise on cannabis related issues such as:
- policy and regulations
- government budget allocation
- Community outreach and education
- economic development.
- Research and author the Annual Cannabis Policy Report
- Provide feedback on the prioritization of work in future phases

- CPOT meetings are held twice a month, every second and fourth Thursday from 6:00 – 7:30pm. Currently all CPOT meetings are being held virtually via Zoom.
- Members are involved for a duration of 2 or 3 year terms, or no more than 8 consecutive years.
- Members are expected to prepare for meetings on their own time. Meeting materials for review may be sent with minimal time to review, possibly as few as forty-eight hours (or two days) in advance.

The City of Portland's Office of Community & Civic Life is seeking a Business Technology Lead (BSA III) to join a dynamic team strategically working to promote an inclusive culture of civic engagement for all Portlanders, with a focus on enhancing the following core competencies:
- Adopting a data and evidence-informed, intergenerational and multicultural approach to serve a markedly different demographic in 2035 than exists today.
- Providing strategic communications to reach new audiences in ways that matter to them.
- Evaluating and building evidence for the impact of our programmatic investments.
As the bureau’s Business Technology Lead, you will lead and manage work to modernize the technology tools used by the Bureau to implement strategic priorities and to deliver services such as community engagement, community safety, and regulatory oversight in cannabis licensing, noise control, graffiti abatement, and liquor licensing.
The initial focus of this position will be on the Cannabis Program, enhancing its technical capabilities to better manage the program’s revenue collection and to deliver effective industry data analysis. Created in 2015, the Cannabis Program represents an entirely new line of business and source of revenue for the City of Portland. As a result, the Cannabis Program is well-positioned to pilot new technology solutions that will ultimately also benefit the entire bureau. Therefore, while this position is initially focused on the technology solutions for the Cannabis Program, the Business Technology Lead will be expected to lead implementation and transformations that allow for future expansion for other Bureau business needs, if applicable.
The person in this role will be the only position in the Office of Community & Civic Life responsible for technology project management and as such is expected to use exceptional quality control review and judgment skills.
Additionally, this role will:
- Provide technology business consulting and guidance for our bureau, including consultation and/or collaboration with other bureaus including Bureau of Technology Services (BTS) to determine other city solutions in use and feasibility for our bureau’s use cases
- Manage bureau technology projects, both large and small
• Analyze and document business operations requirements and technical workflows • Recommend feasible technology solutions and/or business process improvements
- Conduct and/or contribute to end-user training and change management communications
- Test, track and resolve systems issues, identifying opportunities for future enhancements and efficiencies
- Contribute to the maintenance, operation, and development of Citywide or Bureau/Office specific systems
An ideal candidate will have advanced knowledge of systems analysis principles, practices, and techniques, strong communication skills (verbal and written), experience managing multiple technology projects at once, the ability to solve or troubleshoot complex technology problems, and the ability to translate the bureau’s needs to technical requirements for information systems professionals.

Cannabis Program Supervisor (Supervisor I - E) Open Continuous

The Cannabis Program in the Office of Community & Civic Life (Civic Life) regulates cannabis businesses in Portland in coordination with other City bureaus and State offices; works with business owners to navigate and remain in compliance with local and state regulation; convenes a cannabis public advisory body, the Cannabis Policy Oversight Team (CPOT), that recommends equitable cannabis policies to Civic Life; manages Cannabis Social Equity Grants funded by a portion of the City's 3% local tax on retail cannabis sales; acts as an information resource for local, state, and national elected officials, staff, and constituents; advocates at the local, state, and Federal level for cannabis policy changes in coordination with the City of Portland's Office of Government Relations; and generally works for more equitable policies and outcomes in cannabis.
This position is the direct supervisor for 7 full-time staff (FTE) that carry out the licensing, compliance, public advisory, grants management, education, policy, and other work of the Cannabis Program.
This position also involves making policy recommendations to Portland City Council, commissioners, and bureau leadership through evaluation of data, research, best practices, input from program staff, public advisory bodies, community members, identity- and cultural-based organizations, and direction from Portland City Council, with an explicit focus on achieving more equitable outcomes in Portland's cannabis industry and to individuals and communities most impacted by cannabis prohibition.
The position also oversees resource allocation and expenditures of program budget to ensure that the program effectively delivers services and maximize resources available including oversight of contracts, expenditures, and analysis of impacts versus costs.
