This newly established position within the Office of Marijuana Policy (OMP) is a professional service position within our Data Analytics Division. The successful candidate will be responsible for analyzing and interpreting OMP data to develop metrics and key performance indicators to provide new insights into our licensing and compliance programs, thereby improving internal operations. Additionally, the position is also responsible for performing in-depth analysis of data from both internal and external sources to identify rapidly evolving industry trends and related topics within the domains of public health and safety.
The work required of the Business Data Analytics Specialist incudes carrying out complex data research projects, collaborating with other stakeholders, and coordinating related activities. The successful candidate will develop metrics, charts, reports, electronic dashboards, and presentations to be included in communications to OMP leadership, the Legislature, stakeholder groups, the media, and other internal or external parties.
Specific tasks include:
- Complete complex research projects with minimal direction and/or supervision.
- Utilize modern data query and analysis techniques and toolsets in order to derive conclusions, track trends, and identify areas of potential concern for the industry and/or OMP senior leadership.
- Identify areas for potential business process improvement and develop a plan for how to implement and measure progress.
- Identify new or evolving trends which have public health and/or safety implications and provide professional summaries and recommendations to OMP senior leadership.
- Develop comprehensive charts, graphs, reports, electronic dashboards, whitepapers and other narratives which effectively document research findings, analytical conclusions, and subsequent recommendations.
- Present research findings to OMP policy and rule makers, in addition to the Maine State Legislature, the media, and other external stakeholders when required.
- Acquire, extract, transform, store and analyze new data sets related to cannabis use, trends, and implications at the state, regional and national level.
- Provide support for OMP’s inventory tracking, compliance, and licensing systems for OMP staff, State of Maine partners, and external licensees and registrants.
- Develop training and guidance documents for both internal and external parties.
- Participate in the development of project planning and requirements gathering to support established goals and objectives.
- Develop SOPs and track compliance with the same.
- Provide operational support for OMP staff and management and help to ensure uninterrupted operation of all technical systems and processes.
KNOWLEDGES, ABILITIES AND SKILLS REQUIRED:
- Knowledge of advanced data query languages and related toolsets.
- Knowledge of data modeling and data management techniques, in addition to business process mapping.
- Knowledge of key performance indicator (KPI) development used to accurately measure, and improve upon, internal operations.
- Knowledge of modern research and data analysis techniques and best practices.
- Knowledge of information presentation techniques including, but not limited to, charts, graphs, reports, electronic dashboards, white papers and other narrative constructs.

Practical experience with modern data query languages, data management toolsets, data scrubbing and data transformation processes, data lakes and/or data warehouses, and data management best practices.
Practical experience with modern data presentation toolsets, including charts, graphs, tables, spreadsheets, reports, and dashboards. (Examples: Tableau; SQL Server Reporting Services and/or Microsoft Power BI; )
A demonstrated ability to perform independent research and analysis on complex datasets to identify patterns, trends, and emerging areas of interest or concern.
