The Department of Small Business Services seeks an Assistant Commissioner for Community Outreach to lead a team of liaisons in aggressive and strategic outreach to workers, business owners, and community stakeholders across the five boroughs. The Community Outreach unit deploys staff throughout the five boroughs to help workers, businesses, and neighborhood stakeholders access the full-suite of SBS services, recruit New Yorkers into programming, and work one-on-one to deliver services directly in communities with the most-need.
The Assistant Commissioner will develop and oversee the execution of a five-borough community outreach strategy. They will also oversee large-scale internal and external events, build lasting relationships with community-based organizations, and ensure SBS services are delivered in a culturally relevant and linguistically competent manner. The Assistant Commissioner will report to the Chief of Staff, and work closely with the Agency’s Intergovernmental, Communications, and Programmatic Divisions to ensure consistent and strategic public engagement.
Specific Responsibilities:
- Lead a dynamic and diverse team of community liaisons and events coordinators
- Develop a five-borough, comprehensive outreach strategy to ensure SBS services are delivered to workers, small businesses, and neighborhoods hit hardest by the pandemic
- Collaborate with division heads to tailor outreach efforts to programmatic offerings and launch new services, connecting New Yorkers to services such as:
o M/WBE certification
o Government navigation
o Compliance with rules and regulations
o Mentoring services and business education
o
Cannabis NYC and additional industry-specific offerings
o Workforce development, including recruitment services, job fairs, and training programs
- Manage partnerships with neighborhood stakeholders, including Chambers of Commerce, Business Improvement Districts, industry associations, and other community-based organizations
- Work collaboratively with SBS Divisions (Business Services, Workforce Development, Neighborhood Development, Economic and Financial Opportunity, and Industry Partnerships) as well as the Intergovernmental Affairs, Communications, and Emergency Response units
- Assist with planning and implementation of office events, fairs, meetings, roundtable, and forums
- Oversee data collection and operate dynamically to assess urgent needs
- Additional responsibilities as needed
Minimum Qual Requirements
Qualification Requirements
1. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or more of the following fields: business administration, marketing, public relations, journalism, law, public market operations, government contracting, urban planning, finance or grant administration, at least 18 months of which must have been in an administrative, managerial or executive capacity or in supervising personnel performing professional duties in one or more of the fields noted above; or
2. Education and/or experience equivalent to that described in "1" above. However all candidates must have the 18 months of supervisory, administrative, managerial or executive experience as described in "1" above.
Preferred Skills
- Exceptional manager with proven track record in managing large teams
- Strong partnership development experience
- Significant experience in community affairs and knowledge of New York City neighborhoods
- Experience working with small businesses, workers, and/or neighborhood stakeholders
- Strategic planning with exemplary executive skills
- Ability to work in a high-pace environment
- Availability on evenings/weekends as needed
- Language skills, a plus
