About the Department
Housed within the City Manager's Office, the Office of Economic Development and Cultural Affairs (OEDCA) leads the implementation of San Jose’s economic strategies by working with other City departments, private businesses, and community partners. OEDCA has four integrated divisions: Business and Economic Development, focused on job creation, business attraction, expansion, and retention; Business Operations, focused on revenue generation, management of City-owned property assets, management of property where the City is landlord or tenant, and is responsible for the administrative functions of the department; Cultural Affairs, focused on cultural development in San Jose; and work2future, the federally funded workforce development program serving Silicon Valley.
OEDCA’s Business Development Team is the primary contact for the City’s business constituency. Annually, the team interacts with over 350 of Silicon Valley’s most dynamic and innovative companies – large and small, helping them succeed and grow in the area. In addition to proactive outreach to businesses, the team is responsible for managing the City’s economic strategies, business support programs, foreign direct investment strategy, business communications and marketing, and downtown development, as well as providing leadership and support across the City’s Community and Economic Development Service Area.
Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Positions & Duties
The Assistant to the City Manager will manage and oversee the Business and Economic Development (BED) Team involved in the team’s citywide place-based or program initiatives (four to six Executive and Senior Executive Analysts), support broader BED Team management, budget formation and tracking, and regulatory and reporting requirements. The citywide place-based or program initiatives include but are not limited to corporate outreach and retention, small business assistance and access to resources, support for business-related community-based organizations, the formation of business associations, the establishment of a cannabis equity academy, and the redevelopment of the Berryessa Flea Market site.
Additionally, on behalf of the City Manager, the incumbent will serve as the City's lead for Downtown management working with City Departments and Downtown stakeholders. The position is responsible for ensuring resource alignment, timely progress, and effective communications on policy, practice, and project issues to continue evolving Downtown San Jose into a vibrant city center for San Jose and Silicon Valley.
The position reports to the Deputy Director of Business Development and works closely with the OEDCA’s Public Information Officer, Economist, and Development Facilitation Team.
Key duties include but are not limited to:
Manages four to six BED team members’ contributions to ensure timely preparation of appropriate information for performance measures, reports, proposals and evaluations of department programs, operations, and/or budget.
Acts as the steward of the Downtown vision and strategy. Develops and maintains metrics, datasets, and stories that communicate the progress and vision of Downtown (in collaboration with the Public Information Manager).
Facilitates and aligns the involvement of City Departments in project, policy, planning, and practice on issues in the Downtown.
Develops and maintains effective relationships with Downtown property owners, developers, and real estate brokers to support leasing and property improvement and development.
Manages business outreach efforts and ongoing communication with the Top 20 largest Downtown companies.
Actively manages relationships and City contractual agreements with major institutions receiving City funding to deliver services, including but not limited to the San Jose Downtown Association.
Develops and maintains a system for ongoing communication with major Downtown employers to better engage employees in Downtown life and address problems and opportunities.
Prepares or assists with the preparation of memos, reports, policies, and ordinances related to the management of Downtown.
Leads and supports efforts to improve and activate outdoor public spaces, improve wayfinding in the downtown, and encourage walking, biking, and transit use, in partnership with the Office of Cultural Affairs, Department of Transportation, Parks, Recreation, and Neighborhood Services, and other department and community partners.
Develops and evolves programs and initiatives to support business vitality, downtown development, urban amenities, and lifestyle elements Downtown.
Serves as the City Manager's Office Public Safety Liaison for Downtown.
Supports the evolution and effectiveness of formal and grassroots leadership advancing Downtown's environment; supports the evolution and contribution of business and civic organizations Downtown.
Performs special projects and other duties in support of the Office of Economic Development and Cultural Affairs’ priorities as applicable.

Qualifications
A Bachelor’s degree from an accredited college or university in public administration, business administration, or a discipline related to the business performed by the department, AND six (6) years of management and/or administrative experience in government or private business/industry. A Master’s degree is preferred and may be substituted for one (1) year of the required experience.
