The Prevention Policy Group is seeking a Policy Research Associate to support the “Getting it Right from the Start: Regulation of Recreational Marijuana” Project.
The “Getting it Right from the Start: Regulation of Recreational Marijuana” project reflects the idea that if cannabis is to be legalized, we should get it right from the start. Policies should be guided by principles of protection of public health and safety, minimizing harms and maximizing benefits as the primary goal of legalization, with consideration of fairness to all groups in society, and recognizing that there is much we do not know and will need to learn over time. Lessons from decades of alcohol and tobacco control should be incorporated into cannabis regulation. In the first year of the project, we gathered information and developed key tools for action, including 3 model laws, which we have been disseminating across jurisdictions in California. We are currently updating the model law for retail and marketing and will seek to maximize the impact of this work in California communities and in other states contemplating legalization, and to track progress.

Essential Duties & Responsibilities
- Outreach to jurisdictions
- Identifying needs for technical assistance
- Conducting outreach to jurisdictions considering or advancing legislation related to marijuana legalization
- Conduct technical assistance with local and state stakeholders and regulatory bodies
- Preparation of technical comments on state and local regulatory proposals
- Dissemination of materials
- Contribute to the evaluation of technical assistance
- Research local and state medical and adult-use marijuana laws
- Review and track relevant legislation and regulatory changes, trends and related activities in California, other states, and nationally.
- Collect local and state laws and organize into a searchable database based on the presence of certain measures related to public health such as retail outlet density, product limitations, tax structures, etc. (primarily using an existing commercial legal database)
- Review of scientific and legal literature
- Preparation of scorecards on strength of state and local law and regulation
- Organization and network building
- Outreach for network building
- Organizing webinars
- Preparation of project tools and training materials for webinars
- Development of communication materials and website content
Minimum Qualifications
- Bachelor’s degree
- 3 years of directly related experience in public policy or advocacy, or a combination of experience and graduate level coursework in a related field
- Ability to conduct literature reviews, synthesize existing research, and write reports
- Ability to develop and manage work plans and track progress
Desired Qualifications
- Advanced degree in Public Policy, Public Health or a related field
- Juris Doctorate degree
- Experience developing regulatory comments and/or policy briefs
- Familiarity with state and local government policies, especially programs related public health, tobacco control or marijuana
- Experience and skill with policy analysis including the ability to evaluate policies and make policy recommendations

- This is a part-time (28 hours per week) position based in Oakland, CA.
