Job Description – Compliance Manager
The Compliance Manager must be a motivated, detail-oriented individual who works well in a small-team setting and is eager to stay up-to-the-minute on New York cannabis regulations. The Compliance Manager will interact with all departments in the company to create an internal system of success for a strict regulatory-compliant production environment. The Compliance Manager will be the public face and voice of the company, interacting with state and local regulatory officials, licensed adult-use strategic partners, and the community, in general.
General Responsibilities
The Compliance Manager is primarily responsible for effective development and maintenance of regulatory operations, including New York Adult-Use Conditional Cultivator (AUCC), Adult-Use Conditional Processors (AUCP), and New York Hemp CBD Cultivation and Processing regulations. The Compliance Manager reports to the Chief Operating Officer (COO) and will work with other on-site management personnel to drive the successful regulatory performance of the company. The Compliance Manager is encouraged to be active in the development of the regulatory framework of the New York cannabis industry.
The Compliance Manager must ensure regulatory compliance of personnel and location with federal, state, and local laws and guidelines.
- Knowledge of New York Hemp and Adult-Use Cannabis regulations, and Health Department requirements; previous hemp or cannabis industry experience preferred, with priority given to candidates with direct experience in regulated market.
- Aid in the development and submittal of critical documentation as required by regulatory agencies.
- Conduct regulatory compliance audits to ensure conformance with the Office of Cannabis Management (OCM) and local regulations and associated laws.
- Ensure all required reporting to OCM regulators are on-time and accurate with rules and regulations.
- Utilize the company’s internal management software to monitor quality operations, including but not limited to, inventory tracking and dispensing.
- Stay up-to-date with changes in regulatory legislation and guidelines.
- Work with state quality and regulatory bodies to ensure that all required documentation is in full compliance.
- Maintain all required documentation as per approved procedures.
- Review delivery and manifesting procedures of products shipped from facility.
- Perform root cause analysis for product results, as required, and report to management.
- Maintain comprehensive knowledge of the assigned regulatory processes throughout facilities.
- Become a subject matter expert in New York’s Seed-to-Sale tracking system where applicable.
- Work closely with the quality assurance and safety committees.
- Conduct inventory control audit and procedures.
- Support operations with Standard Operating Procedures, implementations, and audits.
- Review all products under development for compliance, including packaging and labeling.
- Review, monitor, and reply to all marketing materials requests in a timely fashion, ensuring state-specific information is identified.
- Maintain up-to-date knowledge and understanding of rules, regulations, and statutes in relation to marketing and advertising requirements and restrictions.
- Abide by all company policies and procedures to ensure compliance with various regulatory and internal system requirements in relation to material review.
- Actively participate in team meetings, improvement initiatives, programs, etc., to provide constructive recommendations to support Compliance Department initiatives and goals.
- Consistently demonstrate commitment to company core values.
- Maintain discretion with regard to the handling of sensitive information and requests.
Required Experience, Knowledge, Skills, and Abilities
- Compliance and/or audit experience preferred.
- Working knowledge of Microsoft 365.
- Ability to set priorities, meet deadlines, and multi-task with minimal supervision.
- Must be able to individually lift up to 25 pounds.
- Must be able to sit, stand, stoop, crouch, reach, and lift for long periods of time.
Location and Hours
This role is on-site in our Bristol, New York, facility with some required travel within state of New York. The required hours are full-time, Monday through Friday from 9:00 a.m. to 5:00 p.m., with the ability to answer compliance-related work inquiries outside of regular business hours, when needed.
