PLANNING DEPARTMENT CANNABIS DIVISION
Senior Planner
(For the Commercial Cannabis Program) $4,516.38 - $5,489.69 / Monthly
This position will be tasked with overseeing the daily functions of the commercial Cannabis
program including, but not limited to, processing of Cannabis related applications, completing environmental reviews in accordance with the California Environmental Quality Act (CEQA),
and developing program policies and procedures.
This is a full time, benefited position. Applications will be accepted until 4:00 P.M., July 2, 2020.
SENIOR PLANNER
Definition: Under general direction, to perform the more complex professional County planning functions and assignments in the County Planning Department. To have the responsibility for the development, coordination and completion of planning studies, environmental reviews, community design, and general plan preparation. To assist with planning policy formulation and implementation. To perform zoning enforcement. To explain Planning ordinances, regulations and policies to the public. To provide lead direction and work coordination for other staff. To do related work as required.
QUALIFICATIONS: Knowledge of: General theory, principles and practices of land use planning and their application to a variety of planning problems. Purposes and procedures of public planning agencies boards and governing bodies. Laws, rules, regulations and policies affecting land use and zoning. Research methods and statistical analysis. Environmental impacts of changes in land use. Graphic illustration and presentation. Computers and software used in professional planning work. Grant development,implementation, budgeting, fiscal control and reporting. Development and conduct of public information efforts and media presentations. Principles of project development, scheduling and coordination.
Ability to: Perform the most complex professional planning studies, environmental reviews and zoning enforcement. Develop, coordinate and conduct major planning studies and projects. Provide guidance, training and direction for other professional planning and technical support staff as assigned. Read and interpret laws, ordinances, general plan elements, environmental impact statements and other documents related to community planning and land use. Collect, compile and analyze technical, statistical and other information related to public and planning and land use. Read and interpret maps.Develop and present a variety of effective public information and media education efforts. Prepare a variety of planning and zoning reports. Operate a computer and use appropriate software in the performance of professional planning work. Make effective oral and written presentations.Effectively work with boards, commissions and regional agencies as delegated by the Director ofPlanning. Effectively represent the County Planning functions in responding to inquiries, providing assistance and dealing with public and community organization concerns about planning, land use and zoning. Establish and maintain cooperative working relationships.
Experience and Education: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Two years (2) of responsible work experience in performing professional planning work comparable to that of an Associate Planner with the County of Trinity.
Education equivalent to graduation from an accredited college or university with major work in planning, or closely related field, is highly desirable.
Special Requirements: Possession of, or ability to obtain, a valid California Driver’s license.

Ideal candidate has a BA or a BS in Biology, Geology, Hydrology, or another science-related field. GIS experience is preferred as is knowledge and experience in Water Resources, Water Rights, State and Local Cannabis regulations.
Duties include
- Corresponding with clients and agencies such as the State Water Resources Control Board
- Filing required paperwork, such as annual water quality monitoring and Lake or Streambed Alteration Agreements
- Performing site visits to farms throughout Trinity County
- Writing and submitting reports that are required as part of commercial cannabis licensing
- Interviewing clients to obtain necessary information to write reports
- Ability to work outside in inclement weather conditions
- Organizational and problem-solving skills
- Ability to work both independently and within a collaborative group environment
