Description of Job
This position is located in the Analysis and Planning Unit of the Colorado Department of Revenue's Marijuana Enforcement Division. The purpose of the Marijuana Enforcement Division is to ensure Marijuana licensees in Colorado operate honestly, fairly and safely, and free from criminal and corruptive elements. The purpose of the Analysis and Planning Unit is to provide highly specialized subject matter expertise to support Division processes by utilizing innovative strategies, engaging stakeholders, advocating continuous improvement, and facilitating a problem solving culture.
This Testing and Research Analyst (LSSRS IV) will analyze and evaluate information obtained from test results, licensed testing facilities, licensed research project proposals, and scientific literature to stay current with emerging issues, identify trends, and implement best practices. This analysis will drive the Division's regulation of testing facilities and the testing of marijuana as well as the research and testing licensees. This position will support Division efforts to increase compliance related to licensees testing requirements through inspection, education, and supporting enforcement efforts.
As a Testing and Research Analyst (LSSRS IV) this position will be responsible for the following:
TESTING PROGRAM AND INVESTIGATIVE SUPPORT
- Conducts and supports field investigations by providing expertise in testing regulations, sampling procedures, and other technical and/or scientific matters.
- Partners with staff to coordinate, create, and/or revise Division procedures for inspecting licensee's facilities, compliance with sampling and testing requirements, evaluating research projects, and identifying regulatory concerns.
- Conducts site visits to testing facilities, cultivation facilities, and manufacturing facilities to evaluate their standard operating procedures, observe sampling and/or testing methodologies, and inspect the licensed premises to determine compliance with state regulations.
- Develops resource manuals and other reference material that will be used as source material to broaden the Division's knowledge of testing and research and inform decision makers.
- Prepares and organizes information to identify emerging trends and risks across the regions in order to identify concerns, inform investigators, and learn about best practices in the industry.
- Informs policymaking decisions by providing context and detailed analysis of scientific issues and regulations.
- Collaborates with other regulatory agencies to inform Division leadership on emerging trends and public safety issues. Supports Division initiatives, policymaking, and outreach through participation in events such as rulemaking and Science & Policy Workgroup meetings.
RESEARCH PROJECT ANALYSIS
- Reviews the types of marijuana research being conducted, the frequency of involvement of human or animal subjects, the test results related to marijuana that is involved in the research process, the amount of marijuana possessed by researchers or and consumed as part of a research program, and the amount of marijuana transferred to and from research licenses and unlicensed researchers.
- Visits research and development licensed premises to evaluate compliance with state regulations, determine if the research being conducted aligns with approved research project submitted to Division, and observe health and safety conditions on site.
- Contributes to the approval and denial process of proposed research projects and evaluates the projects alignment with respect to regulations.
- Develops methodologies and techniques to collect data, conduct surveys, and interpret data with respect to research projects.
- Delivers clear, concise, accurate and factual summaries of results of findings both orally and in writing.
TRACKING OF TESTING FACILITIES AND RESEARCH & DEVELOPMENT LICENSES
- Monitors and tracks the status of testing facility licenses, certifications, and mandatory requirements in accordance with legislative, statutory, and regulatory guidance.
- Similarly tracks the status of research and development licenses and their approved projects.
- Ensures R&D licenses and projects are operating within the timeline proposed, have local licensure, and have maintained a valid state license.
- Provides updates to staff on findings and identifies emerging trends or topics as a result of monitoring.
- Conducts site visits (as required).
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

PREFERRED QUALIFICATIONS and COMPETENCIES
The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
- Those candidates with a master's (or other advanced degrees) in Biology, Chemistry, or a related field in the physical sciences are strongly encouraged to apply.

- Working knowledge of regulatory and quality control guidelines related to testing and research, including cGMP and ISO/IEC 17025.

- Understanding of applicable federal, state and local laws and regulations as they pertain to the cannabis industry, safety regulations, local municipal codes and organizational rules, regulations, directives and standard operating procedures.
- Ability to establish and maintain effective working relationships with internal and external customers.
- Highly detail oriented and organized.
- Excellent written and verbal communication skills.
- Demonstrate ethical and sound judgment.
