Duties Summary
Exempt, non-civil service, permanent, fulltime appointment. This position is responsible for managing, directing, overseeing, and supporting all the operational functions and activities of the department’s Medical Cannabis Dispensary Licensing Section under the Office of Medical Cannabis Control and Regulation including operations, personnel, budgetary matters, and any contracts to ensure that program objectives are achieved pursuant to State statute, rules and regulations, and consistent with legislative, public, and federal expectations.
Minimum Qualification Requirements
EDUCATION: Graduation from an accredited college or university. Excess experience in administration, professional, technical, or other responsible experience, which required a high degree of analytical skill, may be substituted for education on a year-for-year basis.
Master’s degree preferred. Possession of a master’s degree from an accredited college or university may be substituted for one (1) year of experience.
GENERAL EXPERIENCE: Three (3) years in business or public administration, which require a high degree of analytical skill.
SPECIALIZED EXPERIENCE: Three (3) years of management, administrative and/or analytical experience in overseeing or conducting onsite inspection surveys which demonstrates that the applicant possesses knowledge of public health programs, plans, and policies and procedures; or,
Three (3) years of law enforcement supervisory or investigative detective work, or supply and inventory management that demonstrates experience in understanding and ensuring compliance with physical plant security requirements, management, inventory, and manufacturing controls over Schedule I drugs and drug materials and products, and documentation of handling of evidence and ensuring appropriate chain of custody of products or of Schedule I drugs and drug materials and products as it is transported or distributed between locations, employees, or between employees and caregivers or medical cannabis patients.
Specialized experience may substitute for General experience on a year-for-year basis.
LICENSE: Valid Hawaii Driver’s license preferred. Must satisfactorily pass a background check to include criminal history records check.

Duties Summary
Exempt, non-civil service, permanent, fulltime appointment. The purpose of this position is to perform on-site survey inspections of medical cannabis production centers and dispensaries to determine compliance to state licensing requirements pursuant to Act 241(SLH 2015) and applicable Hawaii Administrative Rules; to provide professional and technical expertise in the area of facility and product safety, security, inventory control, and quality; and provide education and training in regulatory requirements and protocols to various individuals, agencies, and community groups.
Minimum Qualification Requirements
EDUCATION: Bachelor’s degree from an accredited four-year college or university. Master’s degree preferred and may substitute for one year of specialize experience.
SPECIALIZED EXPERIENCE: Three (3) years of progressively responsible professional investigative experience such as in law enforcement or regulatory compliance or inventory or supply chain management which demonstrated:
1. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data.
2. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions.
3. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner.
4. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
LICENSE: Valid Hawaii State Driver’s License required. Must satisfactorily pass a background check to include criminal history records check.
