Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to find one qualified candidate to join our Newport Field Office as a Regulatory Specialist - Liquor Inspector.
We are posting this as an internal and external recruitment opportunity. We will review applications and give preference to qualified candidates in the following order:

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Liquor Inspectors ensure licensees lawfully sell and serve alcoholic beverages. This position achieves this purpose by exercising independent judgment to determine eligibility; by educating, counseling and when necessary applying administrative sanctions. The position requires the exercise of discretion since the work often involves cases that are controversial and and/or sensitive in nature because of critical public opinion about issues such as neighborhood impact, drug and alcohol abuse, and organized crime.
Here are some of the essential duties you will perform:
- Manage an active compliance caseload, assess priorities and use discretion to plan scope and direction of investigations.
- Analyze and investigate the validity of complaints of liquor law violations
- Take appropriate action on valid complaints to ensure licensees comply with liquor on a short and long term basis.
- Visit licensed premises to observe activities, both undercover and openly, to assess liquor law compliance and assist licensees with compliance. Perform field inspections to monitor and enforce the liquor laws and rules.
- Refer non-liquor related violations/crimes to appropriate law enforcement agencies.
- Identify and evaluate causes of non-compliance with liquor laws and designs long and short term compliance building plans for license applicants, licensees and permittees.
- Make recommendations to licensees in the development of individualized control plans and monitors and supports these control plans.
- Collect, analyze and interpret technical reports of other professional disciplines such as police reports, court reports, and medical treatment reports for information about businesses that will help with compliance decisions.
- Analyze licensee business and financial records to detect the presence of unauthorized ownership and organized crime which may cause a violation or ineligibility.
- Locate, interview and depose witnesses associated with liquor law violations and assesses their credibility.
- Write clear, concise, formal reports on activities, administrative and criminal investigations. Document facts, reasons for conclusions and actions sufficient for use in administrative hearings or in criminal/civil court setting. Assist agency hearings case representatives in administrative hearings process as requested.
- Communicate effectively throughout the investigative process to ensure results and findings are understood.
- Exercise statutory authority of a peace officer in dealing with people involved in criminal violations of liquor and other related statutes. Issue criminal citations and assists in prosecution as appropriate.
- Detect, seize, maintain, control and dispose of evidence.
- Interpret, research and apply relevant statutes and rules, case law, attorney general opinions and OLCC policy to relevant facts. Analyze facts to decide appropriate action to gain compliance from licensees and permittees including education and counseling, warnings and notice of violation tickets. Deliver subpoenas, post license suspensions and verify suspensions are served.
- Assist in prosecution of administrative violations as requested by and appropriate. Testifies on behalf of the Commission at administrative hearings and court trials.
- Plan and conduct minor decoy operations in accordance with agency policy. Operations may be performed alone or with other law enforcement agencies.
- Design and present specialized training programs to educate and counsel licenses, permittees, government bodies, law enforcement agencies and the public – in groups or individually – about liquor control laws and policies and corresponding responsibilities.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Liquor Inspectors ensure licensees lawfully sell and serve alcoholic beverages. This position achieves this purpose by exercising independent judgment to determine eligibility; by educating, counseling and when necessary applying administrative sanctions. The position requires the exercise of discretion since the work often involves cases that are controversial and and/or sensitive in nature because of critical public opinion about issues such as neighborhood impact, drug and alcohol abuse, and organized crime.
Here are some of the essential duties you will perform :
Manage an active compliance caseload, assess priorities and use discretion to plan scope and direction of investigations.
Analyze and investigate the validity of complaints of liquor law violations
Take appropriate action on valid complaints to ensure licensees comply with liquor on a short and long term basis .
Visit licensed premises to observe activities, both undercover and openly, to assess liquor law compliance and assist licensees with compliance. Perform field inspections to monitor and enforce the liquor laws and rules.
Refer non-liquor related violations/crimes to appropriate law enforcement agencies.
Identify and evaluate causes of non-compliance with liquor laws and designs long and short term compliance building plans for license applicants, licensees and permittees.
Make recommendations to licensees in the development of individualized control plans and monitors and supports these control plans.
Collect, analyze and interpret technical reports of other professional disciplines such as police reports, court reports, and medical treatment reports for information about businesses that will help with compliance decisions.
Analyze licensee business and financial records to detect the presence of unauthorized ownership and organized crime which may cause a violation or ineligibility.
Locate, interview and depose witnesses associated with liquor law violations and assesses their credibility.
Write clear, concise, formal reports on activities, administrative and criminal investigations. Document facts, reasons for conclusions and actions sufficient for use in administrative hearings or in criminal/civil court setting.Assist agency hearings case representatives in administrative hearings process as requested.
Communicate effectively throughout the investigative process to ensure results and findings are understood.
Exercise statutory authority of a peace officer in dealing with people involved in criminal violations of liquor and other related statutes. Issue criminal citations and assists in prosecution as appropriate.
Detect, seize, maintain, control and dispose of evidence.
Interpret, research and apply relevant statutes and rules, case law, attorney general opinions and OLCC policy to relevant facts. Analyze facts to decide appropriate action to gain compliance from licensees and permittees including education and counseling, warnings and notice of violation tickets. Deliver subpoenas, post license suspensions and verify suspensions are served.
Assist in prosecution of administrative violations as requested by and appropriate. Testifies on behalf of the Commission at administrative hearings and court trials.
Plan and conduct minor decoy operations in accordance with agency policy. Operations may be performed alone or with other law enforcement agencies.
Design and present specialized training programs to educate and counsel licenses, permittees, government bodies, law enforcement agencies and the public – in groups or individually – about liquor control laws and policies and corresponding responsibilities.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

Age: You must be at least 21 years of age
Driving: You are required to drive a State of Oregon vehicle. You will need to have a current, valid driver’s license and maintain a good driving record at all times throughout employment.
Background : OLCC will conduct a personal background investigation prior to hiring. This includes a computerized criminal history check, fingerprinting and CJIS Clearance approval by the Oregon State Police. The presence of criminal history could result in the withdrawal of a job
offer or termination of employment. This is a SWORN position that requires a complete Electronic Statement of Personal History (eSOPH). The finalist will receive instructions from the Human Resource staff on the eSOPH.
Medical : The successful candidate must pass a medical (physical) examination
DPSST Certification : Upon hire (and through employment), the successful candidate must obtain (and maintain) Department of Public Safety Standards and Training (DPSST) certification. Candidates must attend and successfully complete the OLCC-DPSST Training Academy. The academy is four weeks long and is held at DPSST’s training facility in Salem. You will be required to stay at the facility - except for weekends - for the entire duration of the training. The coursework covers mandatory defensive tactics training, which includes highly strenuous activities such as ground fighting techniques, and baton/OC spray/handcuffing techniques. Strenuous physical exertion/activity may occur during field contacts.

The salary listed is the Public Employee Retirement Systems (PERS) qualifying base salary range of a Regulatory Specialist (AL-5733-AA). If the successful candidate is PERS qualifying, the salary range will reflect the 6.95% increase .
This position is eligible for Police & Fire (P&F) benefits through PERS, as defined by statute.

The assistant manager's main goal is to assist the manager and company in providing a strong leadership presence and control in store, while ensuring that all customers receive good service and quality product while also motivating and inspiring their team to achieve store productivity goals. Major Duties and Responsibilities:

- Help manager in planning/adjusting weekly employee schedules along with filling in for employees who are sick and/or fail to show to ensure every shift is covered at all times.
- Assists in hiring and actively recruiting to ensure open positions are filled quickly.
- May at times be responsible for cash management practices; money orders, change, deposits, cash reconciliation, keeping track of daily sales and expenses in POS, etc.
- Consistently creates a welcoming environment for the customer by greeting and assisting; as well as quickly responding to customer needs.
- Helps manager to plan, coordinate, and execute monthly employee meetings.
- Assists manager ensures all pricing, signage, and displays are correct at all times.
- May be asked to receives regular vendor deliveries, builds purchase orders, and successfully keep the floor stocked in a timely and ongoing manner.
- Possibly assist with inventory and METRC, making sure everything is accurate and reconciled.
- Assist in creating and submitting biweekly merchandise and paraphernalia orders based on the shop's needs.
- Regularly communicates with manager to discuss strengths, opportunities, and trends in the industry.
- Responsible for maintaining a strong, positive, and compliant online presence.
- Help step in and budtend when short staffed or when staff is overwhelmed during busy hours
- Enforces all company policies and procedures, including health and safety.
- Basically, assist the manager with the duties that he/she deems fit.

I am looking for a person that can share my duties on a daily basis. I have a lot going on and would like some help to tackle projects, mailing, cleaning and clutter clearing. You must be very organized and able to follow directions, self motivated, honest and forward thinking.
This person would help me cleaning my hardwood floors and order stuff for my businesses on Amazon in the same hour. You would be getting the mail, doing the banking, walking the dog and buying cat food in the same day. With experience, I would like to teach this person to take on more of my business duties of running and completing reports, preparing financial statements, etc. I operate two cannabis dispensaries and manage properties and two homes...it can be a lot. Evaluate if this is a business you feel you can work in because you would need to take supplies to both stores which requires a vehicle driving to the valley. You must be over 21 years of age to work in this field with a Worker's Permit with OLCC. (That can be done after hiring if you are a good fit)
