Duties may require conduct which is in violation of the criminal laws of the United States with respect to the manufacture, sale, or distribution of cannabis. As a condition of employment, candidates who are selected to fill this position will be required to sign an Acceptance of Duties Under the Medical Cannabis Act Acknowledgment Form.
Job Description:
The Program Specialists will play a key role in developing the Cannabis program for the Utah Department of Agriculture and Food. The Cannabis program will include Medical Marijuana and Industrial Hemp products. Successful candidates will assist in providing information to the public in regards to the rulemaking process, evaluating state or federal statutes and providing recommendations for policy decisions. This position will assist in creating the policy for cannabis products in the state of Utah and will also provide office support for inquiries from the public and facilitate logistics for public meetings around the state. As the program matures, this position will assist in evaluating the effectiveness of the program, training of inspectors and ensure that state policy is compliant with changing statutes on these issues.
Principal Duties:
- Assists the Program Management and policy administrator taking public inquiries.
- Develops and make recommendations for the Cannabis Program.
- Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
- Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.
- Develops or modifies rules, policies, or standards, etc.
- Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions.
- Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
- Develops and implements procedures in response to agency policy, state and federal laws, etc.
- Provides technical assistance on agency issues, services, program(s), and/or computer hardware and software, etc.
- Facilitates the use of research data to improve existing programs and utilization of resources.

The Industrial Hemp and Medical Cannabis Program is responsible for ensuring and monitoring compliance of growers, processors, and products related to industrial hemp and medical cannabis.
The Utah Department of Agriculture and Food seeks a Program Support Specialist to aide in the management of the Industrial hemp and cannabis programs. The Program Support Specialist will assist the program manager in developing, implementing and monitoring all administrative and fiscal aspects of the Industrial Hemp and Medical Cannabis program and ensures that all administrative aspects of the assigned programs are in compliance with state and federal rules and regulations.
