Who are we?
The Oregon Liquor and Cannabis Commission (OLCC) is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the sale of recreational marijuana in Oregon through the Control, Regulation, and Taxation of Marijuana and Industrial Hemp Act.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. How much are we talking? The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.
What will you do?
The person in this position will serve as the Commission’s expert on hemp compliance, both in the OLCC and general marketplaces. They will provide information and analysis of specific issues to better inform decision-making and policy development related to hemp concentration limits, hemp certificates, and hemp-derived artificial cannabinoids. They will represent the agency in meetings with external stakeholders and provide hemp regulation information to the Commission.
This person will collaborate with compliance specialists and policy analysts from the OLCC, Oregon Health Authority and Oregon Department of Agriculture to develop and implement streamlines policy related to hemp in Oregon. They will provide research-based information to assist in the development of marijuana communication and education materials in order to contribute to the public safety mission of the organization.
What are some of the supporting duties?
- Work with OLCC staff to verify labeling claims and adherence to applicable testing rules.
- Assist OLCC regulatory specialists in investigations related to concentration limits for hemp and artificially-derived cannabinoids in the OLCC and general marketplaces.
- Coordinate with agency case presenters regarding non-compliance with hemp rules and requirements.
- Serve as a point of contact for hemp-related and novel cannabinoid questions and consultations.
- Research and analyze statutes, proposed laws, administrative rules, and policies to make recommendations in rule and law regarding regulation of hemp and novel cannabinoids.

The Role

Under direction from, and in collaboration with, the Chief Security Officer, the Compliance Coordinator will support PA Options for Wellness in mitigating and managing risk by ensuring operations are performed in compliance with local, state, and federal rules and regulations, as well as all governing legislation. This will be completed through continuous monitoring to ensure we conduct business in accordance with new and/or updated regulations as they arise. Partnering with business unit leaders, this role will develop policy, create metrics, and perform compliance audits to advise of possible risks.
Key responsibilities of the Compliance Coordinator include, but are not limited to:
- In collaboration with the Chief Security Officer, assist in developing, implementing, and maintaining policies and procedures for the Corporate Compliance Program to prevent illegal, unethical, or improper conduct; coordinate annual review and update of policies and procedures.
- Identify, assess, and resolve areas of business risk, compliance, and legal issues while creating a culture of compliance.

- Create onboarding and training program to educate PAOFW employees on latest regulations, legal and compliance issues, and processes to ensure compliance; conduct training as needed.
- Develop and maintain compliance resource library for reference by PAOFW team members.

The ideal candidate will possess:
- An Associate degree with a concentration in Business Administration, Business Management, or a related field; or any comparable combination of skills and experience. A Bachelor’s degree in one of the listed areas of study is preferred.
- Three years’ compliance, risk management, audit, and/or regulatory experience; or any equivalent combination of education and experience.
- One-year cannabis industry experience in more than one functional area (dispensary, cultivation, processing, etc.) is preferred.
- Exceptional communication skills, both verbal and written.
- A superior attention to detail to identify and correct risky practices.
- An adept multi-tasker with the ability to prioritize and delegate tasks with a passion for working in and managing a fast-paced, collaborative environment.

· Methodical approach to work, with a high level of organizational skill and the ability to produce concise, informative reports

In this entry-level role, you will support our compliance operations in various locations throughout the U.S. The Compliance Coordinator will be responsible for reviewing Cresco Labs materials and ensuring all facilities and departments remain compliant under state law. The ideal candidate must possess a strong attention to detail, thrive in a fast-paced environment and have previous experience in interpreting, understanding, and applying rules and regulations as well as internal guidelines.
CORE JOB DUTIES
- Assist Compliance team to administer all processes and procedures and ensure working within regulation framework
- Document internal and external information to prepare compliance audit data
- Support maintenance of all regulations and collect information required to prepare periodic reports to management in all compliance issues
- At the direction of the Compliance Manager, tracks and sends regular reminders for recurring operational inspections, and reports to government agencies to confirm all compliance deadlines are met
- Support various departments by collecting and coordinating internal compliance data
REQUIRED EXPERIENCE, EDUCATION AND SKILLS
- 1+ years of compliance experience preferred, ideally in the regulated cannabis industry or another regulated industry, such as alcohol, tobacco, or manufacturing
- Must have the ability to develop, and foster strong working relationships with internal stakeholders, outside partners and communicate effectively with all levels of the organization
- Proficient in Microsoft Office Word, Excel and PowerPoint
- Strong statistical analysis skills
