POSITION SUMMARY:
The Director, State Government Affairs is a highly visible position, accountable for building a strong Indivior presence within state governments, criminal justice systems, and public payers as part of a team covering the 50 states and territories. The position will be responsible for managing, engaging and monitoring relevant state issues, with a key focus on criminal justice systems in strategic states. The State Government Affairs Director will manage contract counsel in specific states and also work independently in some states. Will work with the Indivior medical and managed care teams, and with independent trade, patient and professional organization representatives, to drive corporate objectives that will be achieved by delivering results through state initiatives, regulations, legislation, and health care financing. Will work to ensure patient access to medically assisted treatment for addiction in criminal justice settings, among other objectives.
ESSENTIAL FUNCTIONS:
Areas of responsibility include impacting state initiatives, legislation, regulations, appropriations and budgets related to treatment for opioid use disorder, substance abuse, dependency, and behavioral health. The responsibilities of this job include, but are not limited to, the following:
- Guide and represent the company on state government initiatives regarding addiction treatment and oversight, treatment in criminal justice settings, state public payers, and state grant programs.
- Collaborate with leaders of government, industry, provider and patient advocacy groups to influence relevant public policy and monitor government initiatives.
- Ensure that state policy and legislation enable patient access to treatment (including treatment with Indivior products) and promote a positive policy and legislative environment, while establishing Indivior’s position as a credible partner and thought leaders.
- Anticipate and address policy and legislative developments with strong and well-coordinated advocacy strategies drawing on Indivior’s broad stakeholder relationships and thoughtful policy and legislative development and advocacy.
- Manage and build relationships with state government officials and key third party groups to support Indivior’s position as a respected, reliable and credible thought leader and contributor on addiction and treatment in criminal justice settings.
- Identify and effectively supervise team of state contract counsels to ensure alignment on goals and objectives and effective coordination and communication for state government advocacy. This includes regular contact with contractors and management of individual state objectives with specific activities and tactics.
- Coordinate closely with Indivior’s Global and North American leaders, especially with the medical and managed care teams, to ensure effective strategy and policy advocacy for all initiatives, including Medicaid, criminal justice and other healthcare policy matters.
MINIMUM QUALIFICATIONS:
Education:
- Bachelor’s Degree in business, public health or related discipline.
Experience:
- 10+ years of state level experience with a proven track record of leadership across multi-disciplinary teams.
License/Certifications:
- Candidate must be able to register as a lobbyist for the states of responsibility as required.
- Should have understanding and experience in criminal justice health care settings.
- Must have a thorough understanding of state government affairs, including legislative and regulatory processes.
- Must have situational awareness of the political, legislative, and regulatory landscape in states.
- Maintain strong relationships with state policymakers and their staff in executive and legislative branches, including criminal justice officials.
- Experience working with and lobbying provider associations, industry groups, and working in coalitions.
- Requires advanced lobbying skills, ability to effectively advocate public policy positions. Knowledge of pharmaceutical industry and related public policy issues is required.
Other:
- Firm understanding of the state public health sectors, especially criminal justice, Medicaid, substance abuse or mental health authorities.
- Demonstrated ability to impact decision making within state level agencies and legislative bodies.
Travel: 50% Domestic travel

PREFERRED QUALIFICATIONS: - Management in the pharmaceutical, state legislature, state regulatory agency or a mental health/substance abuse advocacy organization preferred.
