The Position: We are seeking transactional attorneys with design and construction contract experience to join our Government Services Section of the General Counsel Division. Our expert Design and Construction Team provides a variety of legal services to state agencies, including the review, drafting and development of: procurement and bid documents; design and construction contracts; architectural and engineering contracts; and other related services contracts (such as project management or consultant services agreements) related to building, road and bridge construction. We regularly assist government agencies with conventional low-bid construction contracts, as well as alternative construction methods contracts, such as CM/GC and Design-Build. Our attorneys work closely with our client agencies to develop a deep understanding of Oregon’s public contracting and infrastructure needs. The Government Services Section also serves as general counsel to various state agencies/divisions. This recruitment specifically seeks strong candidates interested and proficient in design and construction transactions. Successful applicants may also be assigned other projects outside the design and construction area and may work closely with attorneys in other sections of DOJ on special projects.
The Government Services Section: DOJ lawyers are some of the most accomplished and dedicated public servants and government attorneys in the state. The Government Services Section offers a friendly, collaborative, diverse and stimulating general counsel and transactional practice. We serve a wide variety of state agencies, including but not limited to the: Oregon Department of Transportation, Oregon Department of Corrections, Oregon State Police, Oregon Youth Authority, Secretary of State, Department of Education, and the Oregon Liquor and Cannabis Commission. Required

Active membership and in good standing with the Oregon State Bar by the time of appointment
-
At least three years of relevant legal experience
-
Exceptional contract drafting skills and superior analytical, legal reasoning, and presentation ability
-
Demonstrated ability to handle a full workload effectively

Willingness and ability to work collaboratively and productively with colleagues and clients
-
Strong work ethic and demonstrated commitment to public service

Willingness to travel within Oregon as needed

Demonstrated commitment to diversity, equity, and contributing to an inclusive working environment where diverse individual experiences and perspectives are valued and supported
Preferred
-
At least three years’ transactional experience with a focus on design and construction contract work or at least three years’ experience working on ORS 279C transactional matters

At least five years’ experience providing legal services to an Oregon governmental entity

A working knowledge of the National Environmental Protection Act
-
A working knowledge of Oregon’s land use laws
-
Experience working with the Federal Highways Administration or the Oregon Department of Transportation

Experience analyzing, applying, and drafting state or local statutes, ordinances, policies, and rules.

This position is Salem-based, with opportunities for remote work if desired which could include a remote/onsite schedule.
