BUSINESS MANAGER
DIVISION OF PUBLIC HEALTH
CITY OF WORCESTER
The City of Worcester seeks applicants for the position of Business Manager (Administrative Assistant, Grade 8) to join the Department of Public Health. The Business Manager is responsible for the maintenance and organization of office services and procedures including but not limited to the administration of payroll, processing of supply requisitions, monitoring clerical functions and the issuance of permits such as tobacco and burial. This position is responsible for overseeing the work and performance of one full-time position. Other responsibilities include:
- Track all Division contracts and track monthly Intermunicipal Agreement (IMA) payments;
- Track and process all expenditures and deposits for the Division’s tax levy funding and several grant and/or foundation accounts
- Participate in and assist with yearly Division budget development process;
- Maintain vacation/sick/personal time records for division employees;
- Maintain employee personnel files and payroll related forms for division employees;
- Serve as burial agent for the City of Worcester;
- Facilitate annual licensing for: Funeral Director, Medical Marijuana Dispensary, and Tobacco Retailer.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Working knowledge of municipal budgetary policies and standard operating practices;
- Demonstrated proficiency with computers and proficiency with Microsoft Office Suite;
- Knowledge of accounting procedures and techniques;
- Excellent written and verbal communication skills;
- Excellent data processing skills; Strong math skills; Strong research and analytical skills;
- Ability to read and interpret Federal, State and local laws and ordinances;
- Ability interact effectively with disgruntled members of the public, local officials and other department personnel;
- Ability to work independently, exercise good judgment and make sound decisions;
- Ability to think critically and problem solve;
- Ability to establish & maintain effective working relationships with diverse populations, organizations, and interests;
- Ability to maintain confidentiality;
- Ability to conduct research and to prepare detailed and accurate reports;
- Ability to multitask in a fast-paced environment, complete assignments in a detailed, timely and organized manner.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in Business/Public Administration, Management, Accounting, Finance, or related field
- Three (3) years of related office management experience, including fiscal operations; OR,
- An equivalent combination of education and experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
- Prior supervisory experience
- Excellent verbal and written communication skills
PREFERRED QUALIFICATIONS:
- Master’s Degree in Business/Public Administration, Management, Accounting, Finance, or related field
- Five (5) years of related office management experience, including fiscal operations
- Prior experience processing payroll
- Prior municipal experience
SALARY RANGE: $57,792 - $75,596 annually, full-time, exempt, with an excellent benefits package.
